Professor at the University of National and World Economics, Associate Prof. Martin Osikovski, announced that he is leaving his senior positions at the university due to political turmoil at the institution of higher education. Earlier on Friday, three GERB candidates arrived at UNWE: Prime Minister Boyko Borissov, accompanied by Finance Minister Kiril Ananiev and Deputy Minister for Regional Development Nikolay Nankov. They attended the grand opening of the new school building.
“The universities that my life has been connected to since my youth and in which I have studied, the wonderful students I work with and the laws of conscience do not allow me to carelessly ignore this; otherwise, I cannot” . Osikovski wrote on Facebook.
He points out that, as a symbolic expression of disagreement and protest, he resigned from the “main” position of “Chief Secretary for Web Communications” of the University, resigned as a member of the editorial board of “Scientific Articles” and “UNWE Yearbook”. , and left the attestation commission. from the Faculty of Infrastructure Economics.
“So, dear colleagues, friends, acquaintances and strangers, early this morning the so-called Prime Minister visited the institution where I work – the University of National and World Economy. The reason for your visit was a visit to the call. “newer building” – the same building for which (already ex) ministers of the same so-called Prime Minister in 2019 led the university into an unprecedented financial and image crisis (Contrary to all the rules and agreements, I know this well, because at that time I was asked to investigate the case and to make a written objection, as I did). But it doesn’t matter who was right at the time and who wasn’t; the essential thing is that A Bulgarian university was allowed to become the setting for a movie for #JipkaTV. I find this offensive in terms of autonomy in general, for so many people who work or study here who feel, to put it mildly, uncomfortable being inadvertently lodged on a campaign tour on the last day of the Political campaign. GERB party“says the teacher.
I want to say in advance that I know what he will say: “But this is not political turmoil, we were just looking at a building.” I answer: let’s not pretend and talk like men, please. “Osikovski added.
Since the beginning of the electoral campaign, Prime Minister Boyko Borissov has not gotten out of the jeep and has not stopped broadcasting his tours of the country live on Facebook. This provoked serious criticism and even signals against the CEC. The reason: Borissov, in addition to being prime minister, is also a candidate for deputy and, at the same time, uses state resources for his tours. At the beginning of the campaign, the commission could not decide whether the prime minister was breaking the law, and the GERB has since repeated that he is doing his duty, not agitating. However, the fundamental question remains: is it correct for the prime minister to take advantage of his post during the election campaign?
Today’s staff of the university courtyard, in addition to photos of former and current members of the Student Council and the university leadership in the “Ceremonial” room and at the main entrance of the UNWE with the inscriptions “Bulletin № 28 “” are a shameful page in the history of this institution. It is not even about the fact that our University was ruined during this government; it is not about the fact that if there is a Bulgarian politician as oblivious as possible to the idea of University in general, this is exactly the political one. It is about the fact that it is terribly rude, anti-university and brutal to introduce agitprop on university territory. “wrote Osikovski.
He stressed that the spirit of the Higher Education Law and university regulations is clear: political propaganda has no place in the university territory.
#Breaking ❗It is dangerous and impossible to act against conscience. Here I am, here I am, I can’t do anything else. – Is definitely …

The construction of the new building of the University of National and World Economy was a topic commented on in one of the recordings leaked by the voice of the Prime Minister last year. The dealers claimed that Borissov was speaking with the president of the Constitutional Court and former chief prosecutor Boris Velchev, whose voice, however, was never heard.
In 2019, UNWE notified the government by letter that it was facing bankruptcy and had no funds to pay for the construction of its new school building, which began in 2016 with money from the “Growing Regions” operational program.
Soon after, Borissov promised the government to allocate BGN 7.5 million to UNWE.
During his current visit, the prime minister did not stop remembering the money handed over: “The last time we got here, there were neglected areas. The new building will facilitate the work of the university, the modern auditoriums are ready.”

However, it is clear from the 2020 record that two years ago Borisov was not particularly satisfied with the then-rector, Professor Stati Statev. He says that he promised him the money, but at the same time told him that he would send an inspection by the State Financial Control Agency.
“Because I told him: I will come tomorrow, I will give you the money, but at the same time I will bring PFIA and from your hotel in Greece they will come here for this … Ahhh, I scream, such darling, you will pressure me. Tomorrow I will go, take a look and you I’ll say. They went from 4.5 million BGN to 16 million BGN, so we also have to build their hotel. “says Borisov in the recording.
It was never clear from the audio who the hotel was. In his 2018 property declaration, then-Chancellor Statev stated that he had a house with a patio on the island of Thasos.
Currently, the Rector of UNWE is Prof. Dimitar Dimitrov.
