A board of directors will be established
By law, the mother’s parents can claim parental authority
All Karnobat was behind the relatives of the deceased Hristo and Teodora, their families refused to help
In just 8 days, the virus changed the fate of a family in Karnobat. The father died before seeing the birth of his twin sons. The mother was able to see them in a photo of viber a few hours before she died.
The twins Teodor and Kaloyan, who were orphaned, will be cared for by 4 relatives of the mother and father. The so-called board of trustees, Pavlina Spiridonova, head of the Department of Child Protection at Carnboat, told 24 Chassa. (What else does it say? See below.)
Fortunately, both families, who are on good terms, are determined to care for the orphaned babies, Spiridonova added.
This complicated legal case came after the death of 32-year-old mother Teodora de Burgas, as she lived as a family with her loving husband Hristo in Karnobat, but the two did not have a civil marriage.
The twins are
give birth later
the death of
the father
– are not recognized by him. By law, after the death of your only parent, in this case the mother, a guardian must be appointed.
After learning from the media of the death of Teodora, 32, who died in the intensive care unit of Burgas University Hospital, on March 16, Karnobat’s social services contacted each other. They immediately speak to the families of the deceased couple and understand that both parties want to care for the twins.
Child Protection sent a letter to the municipality of Karnobat for the establishment of a board of directors, as the municipality is the body to determine guardianship.
This council will include 4 people: a tutor, his deputy and two councilors. They will be from the closest family circle of the children, both the father and the mother.
“Children need it
to have
guardian, for
be part of
of the social
system
The case is a terrible personal and social tragedy.
The appointment of a board of trustees with the inclusion of both families is extremely reasonable and good for the children, since there is will on both sides.
Otherwise, by law, the mother’s parents can claim the exercise of parental authority. As for the father, who died in this case before the children were born, the court rules – for the origin of the father, there is a special procedure for that ”, commented lawyer Dimitrinka Radeva from the Burgas Bar Association.
The complicated custody case does not affect the other child of the deceased parents: a 4-year-old girl who is his legal heir.
The boy is currently in Karnobat with his paternal grandparents.
The two premature babies are in the neonatology department of the Burgas University Hospital, where they will stay for a long time. They were born with a weight of 1.6 kg and are currently in stable condition.
They are placed in special incubators and under the constant care of the ward doctors.
“It just came to our attention then
arrive early
say how long
will be with us
but they certainly won’t be discharged anytime soon. This can only happen when we are sure that there is no danger to them. Our task is to stabilize them so that they gain the necessary weight and lead a normal lifestyle ”, explained to“ 24 hours ”Dr. Stiliyana Tomova, head of the department of neonatology at the University Hospital.
At the doctors’ discretion, the twins could be temporarily transferred to the Burgas Medical and Social Assistance Home until they reach at least 2.5 kg and then handed over to their guardians. But this is not a home for abandoned children, but for the care of children with parents, but who need specialized help, the hospital said.
The grandmothers of the two boys came to the hospital regularly to find out their condition. Hours before she died, her mother, Theodora, was able to see them, albeit only in a photo of viber.
Theodora, 32, died at 7 p.m. on March 16 of respiratory failure due to a COVID infection. The woman, 8 months pregnant, was admitted to the University Hospital with a coronavirus on March 5.
It is housed in the Infectious Diseases Unit, which has cared for those infected since the start of the pandemic in March 2020 and in which the teams are among the most experienced in fighting infection.
After 2-3 days
the condition of
the mother who
suffers from diabetes
It is getting worse
and it becomes critical. The doctors decided to intubate her and urgently degenerate the twins, albeit a month earlier. The babies were rescued and the mother was on artificial respiration for almost two days.
On March 15, she came out of this condition and began to breathe on her own. However, the condition is still serious and the blood counts are extremely alarming. All the time, doctors dare not make predictions about life.
Meanwhile, the worst is happening to her husband Hristo, who passed away on March 8, just days before the birth of their children. He became ill a little before his wife and initially treated himself, continuing to work.
Hristo has an insurance business in Karnobat, the family recently moved into a new home.
Teodora graduated from the English High School in Burgas and then from Finance at Assen Zlatarov University.
Hristo’s first PCR test was negative, but his condition deteriorated day by day. He was admitted to the Burgas pulmonary hospital and then rushed to the intensive care unit of the University Hospital. The man died within hours of acute heart failure. Despite the first negative test, doctors have no doubt that COVID-19 killed the 36-year-old man.
In late February, Hristo’s father became seriously ill with the virus, but the old man was saved and is currently recovering, locals said.
After the death of the young parents, the entire city was willing to help the blackened family with whatever it could. Calls appeared on social media to collect money, clothes and toys for the newborns, but the parents of Hristo and Teodora asked that the publications be deleted and that the relatives of the deceased be left alone with their pain.
“Families don’t need help, at least for now.
These are
Educated people,
work, want
better for
your grandchildren
However, if more financial needs arise, I will report to the city council. It is not a problem to allocate funds, “Karnobat Mayor Georgi Dimitrov told” 24 Chasa. “He is extremely concerned about the epidemic situation in the city last week.
“Karnobat hospital has 25 COVID beds and they are 100% occupied,” said the mayor.
Pavlina Spiridonova: It is better if the three children live together
– Ms Spiridonova, how will a 4-person board of directors raise orphaned twins?
– The members of this council will be from the close family circle, from both sides: the mother and the father. The 4 people selected will be responsible for the children and will perform parental duties.
– Yes, but still where the children will live, since the family of their deceased mother is from Burgas, and that of the father, from Karnobat. Is it already clear who will be the main guardian?
– Most likely it is the paternal grandmother, who currently cares for the eldest child of the deceased parents. The three children better live together. In this board of trustees, decisions will be made by the tutor, but supported by his alternate and both councilors.
– And what will happen if one of the relatives wants to adopt the children? Has it been heard that your uncle, the brother of the late Theodora, has such intentions?
– We do not have such official information, but perhaps this desire was manifested in conversations between relatives. The purpose of the mentoring meeting is not to delay the legal representation of children.
It can work until the circumstances around children change or until they reach 14 years of age. Then it is transferred to guardianship, which by law is exercised by two people.
There is no obstacle for children to be adopted, so there is a separate procedure. In this case, the uncle will most likely be included in the mentoring meeting, which will be in his favor if he wishes to adopt the children further.
– The Karnobat Child Protection Department reacted extremely quickly and appropriately. Have you had similar cases?
– Yes, we contacted each other and we will do everything possible to make things happen as soon as possible on behalf of the children. At the local level, we have covered the problem. In this case, it is good that both families are willing to be involved in raising the children. The tragedy is great, I have never had such a shocking case in my practice.
