The Automobile Administration Agency offers 9 new electronic administrative services for drivers, BNR reported.

They were created within the framework of a project to update the records of periodic technical inspections, reducing the administrative burden and optimizing the agency’s control activity. With the implementation of the project, almost 75% of the services provided by the Agency are already performed electronically.

8 records and 4 databases have been updated and updated, 9 electronic administrative services have been created, software has been developed to support the control activity of the Automotive Administrative Agency. Specialized equipment of 80 cars and 17 mobile laboratories of the control team were delivered.

Regarding technical inspections, all the necessary documents, which until now were required, will now be automatically reviewed electronically in the databases of other institutions, such as the Ministry of the Interior, the Ministry of Finance, the Agency National Income and Guarantee Fund. A total of 12 records and a database are connected. This will prevent errors in documentation, said Damyan Voynovski, vice president of the Automobile Management Agency.


“Until the moment a car appears for technical inspection, all the data from the registration tool is scanned, the system pulls the data from the registration tool and enters the data into the information system, quite often the software makes mistakes. Electronic facial recognition of candidate drivers is being introduced to prevent someone else from taking an exam, as has been the case in the past, Voinovski added.

“Before the theoretical exam, the person is photographed, their identity card is scanned and a comparison is made between the photo that was scanned by the identity card with the photo that is in the database of the Ministry of the Interior for the document of identity and the photo of the person that was taken before the exam “.

The Executive Agency “Automotive Administration” launches 9 new electronic administrative services. Therefore, the total number of electronic services provided is almost 75%.

For drivers who do not have an electronic signature, a special application for facial recognition has been developed.

More than 28,000 qualification cards, 26,000 digital tachograph cards and more than 7,500 ADR driver licenses are issued annually.

Under the project, the 80 inspection teams of the Automobile Management Agency are equipped with modern tablets, printers and cameras. The system allows real-time verification of the information available on vehicles, drivers and carriers in national and European registries.

The electronic system has a value of almost BGN 1 million and was built within the framework of a project co-financed by the European Social Fund through the “Good Government” Operational Program.
