The mayor of the “Krasno selo” capital region of “Democratic Bulgaria” Rosina Stanislavova has paid her and her employees part of the money. within the framework of the European program “Patronage care for the elderly and people with disabilities”. A complaint was received in the municipal council that during the implementation of the project Stanislavova had distributed to herself and her employees “large sums” from the program budget. In several letters, the head of the SOC financial commission asked Stanislavova for specific financial information about the amounts distributed under the project and the people who received them. However, no specific response was received from the Krasno Selo region and instead Georgiev was asked to indicate on what legal basis he required such information. However, even after these legal foundations, Stanislavova again did not give a specific answer. That is why it was heard today at the committee meeting.
It is a project to provide home care financed with European funds. According to him, the region has received BGN 375,000 and instead of the callsign, more than 200 people have provided the service to 510 people, Stanislavova stressed. He accused Georgiev of manipulation and the project was inspected by the governing body.
“You don’t answer clearly, did you hand out bonuses? Due to your behavior, it begins to look like something is rotten. You are interested in giving answers,” Georgiev insisted.
Stanislavova’s response was that she remained available to invite the city councilors to the district administration to review all the project documents. Then Stanislavova explained that the project provides funds for the hiring of employees and 104,000 BGN for the team managing the project and for advertising.
“We have not distributed bonuses or fixed assets. Everything was received in accordance with the project rules. There are amounts that have been set for the project managers,” said the mayor of Krasno Selo.
“Mrs. Stanislavova, I ask you, was money handed over?” Georgiev asked again.
“I am the leader of this project and this is what happens in all the regions that implement such projects. It is about 4 hours of additional work that I do under the project, for which I have an additional employment contract,” admitted Stanislavova.
Georgiev insisted that she mention the specific amount she received under the additional employment contract she had signed with herself.
He explained that the gross monthly salary he receives is 2,400 BGN and that anyone with a knowledge of mathematics could calculate the rest.
Georgiev asked if it cost 1,200 BGN per month.
“I have not been hired, these are the rules of the program. I will ask for a reference to the accounting department, at the moment I cannot name a specific amount so as not to mislead them,” Stanislavova replied.
“Your tone is absolutely unacceptable. The problem is not that you received funds for additional work, if you did it according to the rules. This is legal. The problem is that it is not clear what amounts and which members of the district administration received. of course, around 1/3 of these BGN 365,700 are for salaries of the project team ”, commented the head of the European Commission at SOC Ekaterina Yordanova.
“Here I am adamant that when a councilor asks formally, either in a complaint or in a signal, he must receive clear, definitive and concrete answers. We could hear specific names and amounts, which is not a problem if the rules are followed. Otherwise, case, Ms Stanislavova, it is still a trump card in the hands of the government to assert that something is wrong, “said Metodi Lalov, who is the head of the Democratic Bulgaria group in the SOC. Stanislavova was also nominated by the DB in local elections.
However, Lalov insisted on the same approach for all regional mayors and insisted that such information be required of all those who received funds under the “Patronage Care” program.
The head of the financial commission, Georgi Georgiev, assured that he will send a letter with such a request to all regional mayors, and finally Stanislavova assured that he will send the requested information to all councilors.
