The company won the public tender announced by the Central Electoral Commission for the supply of 9,600 voting machines for BGN 35,999,000 excluding VAT. The company is executing a public tender for machine voting for the sixth time. Its partner is the international company Smartmatic, which is the world’s largest manufacturer and supplier of equipment and software for machine voting. The first batch of devices to be used in the parliamentary elections on April 4 in sections with more than 300 voters is already in Sofia.
The voter who decides that he wants to vote with a machine will receive a smart card, which identifies in front of the machine that he is authorized to vote. The card remains in the machine during voting and is removed after the control receipt is printed. This receipt is placed in a special ballot box and the voting ends, Todorov explained.
He assured that all the devices will arrive earlier, about a week before the deadline.

Each president of a sectional commission, which will also have a voting machine, will have two smart cards with which they will start the election process with the machine. One of the smart cards is a spare. For voters, there will be three smart cards that will need to be replaced, that is, one smart card cannot be used to vote twice in a row.
“This avoids the possibility of a voter inserting and withdrawing the same card and thus having several unregulated votes. Actually, one card is a spare, but if only one card remains, the elections cannot continue,” said Todorov .

Before then, the devices will be audited and certified by the State Electronic Government Agency together with the Bulgarian Institute for Standardization and the Bulgarian Institute of Metrology. This is expected to happen in mid-March.
