The request, inspected by OLAF, whereby President Plamen Uzunov’s Anti-Corruption Secretary was suspected of corruption, is for the delivery of 290 Great Wall jeeps. It was won by the Bulgarian auto industry company just a few months after it acquired the assets of Litex Commerce, which is controlled by businessman Grisha Ganchev.

More than two years ago, Moto Pfohe, N-Auto Sofia (the Nissan importer), Toyota Tixim and Kia Motors Bulgaria also competed for the contract. However, they withdrew from the race for various reasons. For example, Moto Pfohe miscalculated the price of SUVs on sale.

So the advantage in favor of the “Bulgarian automotive industry” was that the cars to be handed over to the Ministry of the Interior were assembled in our country.

In the parameters of public procurement it was indicated that the cars must be 4×4, with a turbodiesel engine and have a maximum combined fuel consumption of 11 liters per 100 km. They must have installed tablets with Android 5.0 or higher, as well as mobile printers.

The minimum warranty period for the appearance of factory defects was 36 months or 100,000 km. The warranty period for lacquer coating must be at least 36 months, and for corrosion drilling, 60 months. The time for the elimination of a technical defect during the warranty period is up to 15 business days from the date of written notification of the defect.

The procedure was opened on 02.03.2020. 2017 and ends on April 20, entirely within the interim government, which began to function on January 27, 2017 and was dissolved on May 4, 2017. The Minister of the Interior at that time was Plamen Uzunov. His name has been mentioned several times in the OLAF report, say 24-hour sources who have seen it.

It was during this period that the specifications of the jeeps were changed for a certain candidate to win, OLAF concluded. The report also mentions Uzunov’s adviser, Vera Mitrova. Uzunov appointed her chair of the bid evaluation commission. According to OLAF, there was an abuse at the time of the procedure.

The procedure ended on 04/20/2017, then there is an appeal to the CPC and the SAC and the contract was signed only in 2018, but the abuse occurred during the procedure; then a change was made to the specifications to fit a certain candidate.
