Only Bulgarian companies submitted bids in the tender for the construction of 75 km of the road from Ruse to Veliko Tarnovo for more than BGN 1 billion with European funding. This was made clear in a statement from the Road Infrastructure Agency (RIA) on Friday night.

What they all have in common is that they have supplier contracts with the state company “Autopistas”. These are the companies that gained power during the cabinets “Borisov” – “Hydrostroy”, “Hemus Highways”, “Groma Hold”, “European Roads”, “PST Group”, and others.

No foreign bidder was afraid to submit a bid, although the contract is financed with European funds. The construction of the Ruse – Veliko Tarnovo highway is the second main priority in the road construction of the operational program “Transport Connectivity” 2021-2027 after the tunnel under Shipka.

Furthermore, there are no longer even large Bulgarian construction companies with experience in road construction, such as Trace Group and Geotechmin, who obviously no longer want to be an alibi for predetermined winners.

The order clearly shows the division in the construction industry in our country, after during Borissov’s third term the redistribution of state portions was carried out according to a new scheme through internal assignment contracts of state-owned companies, which vaguely they assign to certain companies. In practice, the state is trying to introduce “state capitalism” into the construction industry for “pets”, as some construction company bosses unofficially commented.

However, low interest in a tender for more than BGN 1 billion and the lack of foreign companies puts the allocation of European funds at serious risk, a government source warned Mediapool.

Prime Minister Boyko Borissov will not even have an argument to counter European leaders that we are building the cheapest and highest quality in the EU. The estimated price for the construction of the road – from BGN 15.6 million/km The government’s tradition of matching the prices of road construction in our country with Europeans continues. This practice was imposed by the billion dollar orders given by the state to “Autopistas” with internal allocation. The section of the Hemus highway between Veliko Tarnovo and Targovishte will be built at a price of BGN 15.5 million/km, and a section of the Vidin – Botevgrad highway at a price of BGN 15.7 million/km of the state company.

The order

Public procurement for the development of technical projects and the construction of the first 75.6 km of the Ruse – Veliko Tarnovo highway is divided into two separate positions.

Is in the first the section from Ruse to Byala with a length of 40.24 km. This section will start 3 km east of the Danube Bridge near Ruse and will end immediately after the road junction with the Ruse-Veliko Tarnovo first-class road.

The estimated order value is BGN 536,391,000 excluding VAT (almost 16 million BGN /km with VAT).

The construction period is 2120 calendar days, which has ended 5 years and 8 months.

There are four open proposals for this section. They are in:

– DZZD “Xemus-16320 “, with the participants “Infra Expert” AD, “Autopistas – Black Sea” AD, “Patinzheneringstroy-T” EAD and “Transconsult-22” EOOD;

– GBS – Infrastructure Construction “ AD;

– “Food – MEblanica “DZZD, which includes “Hydrostroy” AD, “VDH” AD and “Patstroy Burgas” EOOD;

– DZZD “AM Rall Tarnovo “ with the participants “European Roads” AD, “Groma Hold” EOOD, “Vodno Stroitelstvo – Blagoevgrad” AD, “Hemus Motorways” AD and “Patproekt 2000” OOD.

It’s in the second separate position the detour of the townof white, with a length of 35.4 km. It will start immediately after the road junction with the I-5 Ruse-Byala road and will end after the road junction with the I-3 Gara Byala – Pleven road.

The estimated value of the order is 446,349,000 BGN excluding VAT. (more than BGN 15.1 million with VAT).

The term for the construction of this section is shorter: 1810 calendar days, which is equivalent to about 5 years.

Five offers are open for this section. They are in:

The project

The highway project route has a total length of 132.84 km and is divided into three sections: Ruse – Byala, Byala City Ring Road and Byala – Veliko Tarnovo.

The road will start 3 km east of the Danube Bridge near Ruse and reach the town of Debelets, where traffic will split in two in the direction: the Republic Pass and the Shipka Pass. The construction of the tunnel under Shipka Peak is the top priority in the new “Transport Connectivity” operational program. A tender is underway for the selection of a contractor for him, as Prime Minister Boyko Borissov announced that a contractor will be selected by the end of 2020, but this did not happen.

The design width of the Ruse – Veliko Tarnovo motorway route is G27, with two active lanes and one emergency lane for in-direction traffic, central dividing strip and banquettes.

The necessary road junctions and connections are provided so that people from the separate settlements can have quick and convenient access to the road route.

The construction of a series of large facilities: 22 bridges and viaducts with a total length of almost 15 km and 3 tunnels in the left lane and 2 in the right on the Byala – Veliko Tarnovo section is planned for the entire route of almost 133 km . .

The connection of the republican road and part of the municipal one will be made through 18 road crossings.

Access to agricultural land will be through 12 agricultural overpasses and 9 agricultural underpasses.

8 recreation sites will be built, located on both sides of the route.

After the development of the technical designs for the three sections, the location, number, type and length of the large facilities will be specified.

Construction works will begin on the sections with the highest traffic, such as the Ruse – Byala route. Currently, the first-class road is one of the busiest and with a high concentration of serious road accidents, according to RIA.

The highway agency hopes that with the construction of the highway the number of accidents in the direction will decrease, since the traffic will be divided into two separate lanes and the transit traffic will be withdrawn from the settlements.
