The arrest of the Ruse businessman, Plamen Bobokov, was carried out illegally, without any reason for the arrest, and thus the European Convention on Human Rights was violated. This is written in a decision of the Sofia District Court, which annuls the arrest made last summer.

Bobokov is charged in a total of three cases. In early July of last year, he was arrested the day prosecutors went to seek the presidency. Subsequently, it became clear that the businessman had active communication with the presidential secretary Plamen Uzunov, who was also arrested. Both were later released.

Bobokov has already appeared as a witness in the same investigation. This is one of the reasons why the court does not see the meaning of the detention. Furthermore, his detention was motivated solely by the explanation that an investigation was underway. That is not enough, the court said.

“Detention constitutes a restriction of the right to liberty and, in accordance with the Convention for the Protection of Human Rights and Fundamental Freedoms, is exceptionally applicable in order to guarantee that the person appears before the statutory institution when there is reasonable suspicion of a crime or when it is necessary to prevent the commission of a crime or escape after the commission of a crime. In the specific case, the measure applied is not justified by any of these objectives, “the court ruling reads.


The decision is not final and can be appealed. The abolition of arrest has practically no special consequences, because the employer has been at large for a long time. He is accused in a total of three cases. One of them is in charge of participating in a criminal group together with his brother Atanas Bobokov. According to investigators, they participated in a scheme whereby hazardous waste from the Monbat battery plant was illegally stored in Bulgaria.
