Increased tax breaks for parents, more days of unpaid leave recognized as seniority, higher minimum income levels, and stricter retirement requirements – these are some of the regulatory changes that will take effect on the first day of 2021 г.
Insurance, retirement

The minimum monthly amount of insurance income for self-insured persons of BGN 650 The increase compared to 2020 is 6.7%. The maximum insurance income remains at last year’s level: BGN 3,000. Tobacco farmers and producers will be insured this year at least 420 BGN, like last year.
The minimum also increases insurance income from economic activities and occupations – on average about 4.5%. Employers and unions have not agreed to minimum thresholds, nor has the government established new administrative levels, and the rate of increase is due to the increase in the minimum wage.
Due to the covid crisis, the long unpaid leave and unemployment, the deputies decided in 2021 that the duration of the service would take into account the time of unpaid leave up to 60 business days – twice as much as before.
Salaries and pensions

Basic salaries for university professors are increasing. The monthly minimum wage for the lowest academic position in state high schools as of January 1 becomes BGN 1300. The government proclaims its goal that the salaries of young teachers do not lag behind those of teachers of secondary schools. Universities are expected to attract more highly qualified and motivated young professors.
The minimum pension is now BGN 300 (up from BGN 250 so far) and by the end of March pensioners will receive an additional BGN 50 from the budget. The official explanation is the covid crisis, and the last month of support coincides with the parliamentary elections.
It also increases the maximum amount of one or more pensions received from BGN 1200 to BGN 1440. All pensions awarded before today’s date will be increased by 5 percent as of July 1.
Changes in taxes
For this year, child-rearing benefits come into effect, regardless of family income. The rule that the discount will be used for income in 2021 also applies here. That is, for those who file a tax return, in 2022, when they complete it, and for those who will use the assistance through their employer, that is , only in an employment contract and not have any others, at the end of 2021. And so the parents of 1 child will be able to deduct 4,500, 2 – 9 thousand BGN, and 3 and more 13,500 BGN from the tax base.

The amount of child allowances remains unchanged, but first and eighth grade students will receive a one-time allocation of BGN 300.
Starting in 2021, the benefits that apply to home renovations will take effect. They are not for the purchase of materials or furniture, but only for the work done by the masters. For this, however, they must issue a document, if it is a company, for the price of the work performed, and if it is a natural person, to enter their data. However, this relief can be used when reporting income for 2021, as an expense of up to BGN 2,000 is still recognized.
The tax-free amount of food stamps has been increased from BGN 60. to BGN 80. monthly, delivered in the form of meal vouchers to each employee.
For natural persons, the deadline for filing the annual income tax return remains unchanged: from January 10 to April 30, 2021.
New prices
In the last days of 2020, the Energy and Water Regulatory Commission approved new prices for drinking water in 26 districts of the country, which come into effect today. The prices of the services of 16 water supply and sewerage companies decreased, for 7 companies the prices increased, most significantly for Sofia and Razgrad, by approximately 6%.
The price increase for Varna is 1.2%, in Plovdiv and Kardzhali it is 0.4% and 1.2% respectively. In Pernik, water supply and sewerage services increased by 0.5%, and in Montana by 0.1%. In Bratsigovo 1.6% more will be paid, in Pleven – 2.2%, in Sapareva Banya – 1.1%. For Haskovo, the increase is 0.5%.
Prices decrease in Smolyan (2.2%), Silistra (0.1%), Ruse (6.7%), Golden Sands (2.9%), Shumen (3.2%), Sliven (14.2 %), Burgas (10.5%), Yambol), Vratsa (0.5%), Dobrich (13%), Vidin (10.4%), Veliko Tarnovo (6.2%), Gabrovo (3.4 %), Kresna (16.9%), Blagoevgrad (3.4%), Berkovitsa (11.9%), Lovech (0.5%), Targovishte (1.2%) and Troyan (2.7%) .

Residents of the blue and green paid parking areas will be using electronic place stickers to park there starting this year. The price is BGN 100 per year in a green zone and BGN 150 in blue for a car. “The bullet tag can be removed within one, 12 or 24 months after the person’s entitlement is established. Documents, verification, payment and activation go digital,” the municipality said.
The process of issuing a free sticker is facilitated to disadvantaged citizens who have the right to park in the zones. The mandatory attendance of the TEMC is abolished, since no document issued by the municipality itself and with official information about it will be required.
There are no price changes in the “blue” and “green” zone.
