Bulgaria will have more than 880 million euros under the Rural Development Program over the next two years. This was possible after the European Parliament finally approved the Transitional Regulation. It was published in today’s issue of the Official Journal of the EU.
Over the next two years, Member States will continue to apply the current CAP rules regarding direct payments and Rural Development Program measures. In this way, payments to farmers will not be interrupted until the new CAP regulations come into force. During the transition period, Member States will have the opportunity to finance their Expanded Rural Development Programs from the respective budgets for 2021 and 2022. For Bulgaria, these funds amount to more than € 680 million, which can be used through investments and compensatory measures under the RDP in support of farmers.
Part of the funds will be reserved to guarantee the commitments already established in measure 11 “Organic farming” of the RDP 2014-2020. In addition, funds will be allocated for new commitments under the measure, since organic farming is among the main in our country.
Bulgarian agriculture will receive an additional € 200 million through the implementation of various RDP measures. Such an opportunity is provided by the “Next Generation EU” instrument, which is part of the EU Recovery Plan from the crisis caused by COVID-19.
The transitional regulation allows EU countries to continue with the current direct payment schemes to support farmers in 2021 and 2022. In the transitional period, the implementation of the transitional national aid schemes will continue, maintaining the same parameters and conditions. support applied in 2020. The total amount of transitional national support that can be granted to farmers in each of the sectors remains at the 2020 level, with no budget cuts during the two-year transitional period.
The transitional Regulation allows the application of the single area payment regime to continue in 2021 and 2022. The possibility of applying the redistributive payment as an additional allocation for the areas eligible under SAPS is also preserved.
The transitional Regulation expands the possibility of implementing joint aid for priority and sensitive sectors of agriculture with the parameters of the regimes applied until now.
