Homes in London and south-east England will not be able to visit each other during the Christmas season, while in the rest of the country, three households will be able to meet indoors on Christmas alone, Boris Johnson said.

In providing an update from Downing Street, the prime minister also said that London would move to the next level of measures by midnight.

Speaking with Chief Medical Inspector Chris Whitty and Chief Scientific Advisor Sir Patrick Valence, Boris Johnson said the tightening of restrictions was linked to the spread of the new strain of COVID-19, which scientists say is spreading faster than the previous form.

“We need to reconsider how we will act on the holidays. I must say with great regret that we cannot continue like this and we cannot afford to ease the measures. Stay home,” Johnson said.

With the introduction of 4th grade measures, all stores except grocery stores will be closed. Hair salons and gyms are also closing their doors.

“These additional restrictions are a severe blow. Our city is facing the worst Christmas since the war, and we will all have to join forces to get through this terrible period. Please follow the new rules, lives depend on it.” wrote London Mayor Sadiq Khan.

Under the new rules, anyone who tries to leave London can be arrested. Indoor meetings with anyone who is not part of the respective household are prohibited. Residents of these areas must remain in their homes unless it is necessary to travel to work if they cannot work from home.

Other acceptable exceptions are education, childcare, or outdoor exercise. Meetings with up to one person from another household are allowed, but only in open public places.

All “non-essential” companies providing services should close. This includes hair and beauty salons, gyms, and leisure facilities. Residents of Level 4 areas are prohibited from traveling abroad during vacations. The population of other parts of the country should avoid visiting areas included in the fourth degree of restrictive measures. UK airports remain open for now.
