Goran Blagoev was unable to become an associate professor at the Bulgarian Academy of Sciences because a majority of the members of the Scientific Council of the Institute for Balkan Studies of the Bulgarian Academy of Sciences voted against at their meeting on Tuesday, 24 Chasa found out. 11 disagreed, 6 supported him and 3 abstained. The vote is secret, unlike that of the scientific jury, where it was supported by 5 and 2 against.
As “24 Chasa” revealed a week ago, Goran Blagoev entered a competition for the academic position in competition with two ladies who are assistant chiefs, but a dispute arose as to whether his habilitation thesis was adequate. One of the jurors even sent a signal to the Minister of Education to check for plagiarism in Blagoev’s monograph.
Following the publication of “24 hours”, Professor Vera Boneva, whose book is the basis of Goran Blagoev’s habilitation work, published her position on the case. According to her, most of the members of the scientific jury do not comply with their legal obligation to rule for or against the selection of candidates and to classify the other two with reasons. Also, they had to decide if there was plagiarism much earlier. “It is highly controversial to replace the president of the scientific jury in the course of the contest with the obscurantist reason that he has fulfilled his legal obligation and has reported” signs of plagiarism “in the prescribed manner, writes Professor Vera Boneva. Remember that the works Qualification in competitions for associate professor and professor must have a scientific contribution, and not only be repeated and summarized. Before the final vote in the Scientific Council, where Goran Blagoev’s candidacy was rejected, he published an objection to the review, in the who wrote that it was a minor plagiarism, and defended his book, claiming that it had an author contribution.
