The councilors of the Sofia City Council of the “Democratic Bulgaria” coalition want the resignation of the deputy mayor in the direction of “Investments and Construction” Irina Savina. The reason is that she has been promising for years that by 2020 Sofia will say goodbye to the septic tanks, something that has not been fulfilled, they are outraged by the DB in SOS.

Not only were the promises not kept, but on December 14, 2020, from a report presented by Ms. Savina to the SOC committees, it was clear that the CA requested in the last month of last year only ¼ of the possible 400 million BGN, that the capital could receive from the Operational Program “Environment” 2014-2020, says the DB.

In the 21st century, after more than 15 years of GERB rule in the municipality of Sofia, almost 30% of the citizens of the European capital, Sofia, do not have a legal and functioning sewage system. Sewerage is lacking in almost all districts of the capital outside the ring road, except for Bankya. Parts of the capital such as Ovcha Kupel, Manastirski Livadi – East, Krastova Vada, Moderno Predgradie, Gorublyane, Vrazhdebna, Hristo Botev, Fakulteta, Benkovski, Malashevtsi have not yet entered the 21st century …


In numerous interviews over the years, Ms Irina Savina, long-time Deputy Mayor for Investment and Construction, promises that in 2020 Sofia will say goodbye to septic tanks. However, reality is different. Instead of working, working, working, on the sewer issue, the capital’s administration has only flaws, flaws, flaws.

That is why from Democratic Bulgaria we urge the mayor of Sofia, Mrs. Fandakova, to seek personal responsibility for the failure of her deputy mayor, Mrs. Savina, to whose actions and inactions we owe the current situation, shameful for our capital and intolerable for its inhabitants.

At the last moment, the last session, in the last year of the programming period, the municipality of Sofia decided to apply for 90 out of the possible 400 million BGN under the operational program “Environment” 2014-2020. For comparison: Burgas has signed a contract for 459 million. Varna – 138 million, Plovdiv – 137 million, Sliven – 131 million, Ruse – 131 million, Stara Zagora – 121 million, Pernik – 100 million …

And after the Municipality of Sofia has decided to miss the opportunity to receive the full funds for the sewerage of the capital, we insist on something else. We urge Ms Fandakova to take political responsibility and, as vice president of the political party GERB, to convince her president that sewerage is key for the capital of a European country and that funds for this must be included by the government in the pillar of Green Bulgaria. The National Plan for Reconstruction and Sustainability of Bulgaria. A plan that, according to the European Commission, should be completed with said ecological infrastructure.

After all, the people of Sofia have as many rights as the farmers of the Thracian lowlands, for whom the National Plan provides for an irrigation system for BGN 800 million. Sofia’s sewerage will require much less. It will be necessary, of course, and something else, extremely deficient in capital management: political will.
