The “Keep me” measure will be transformed from BGN 24 per day to 75% of insurance income.

At the suggestion of the sectoral organizations, discussed with unions and employers, we will propose that the “Guard me” measure be transformed from 75 to zero – 75 percent of employee insurance income. This will be the compensation that people will receive from January 1 to 31, said the Minister of Labor and Social Policy, Denitsa Sacheva, during a briefing at the Council of Ministers.

An NCTS meeting on the subject will be held soon.

Minister Sacheva clarified that this could not have occurred in the closing period from November 24 to December 21, because the necessary measures had to be taken to start working quickly, and the insurance income is detected within a month of the presentation of the declaration by the employer.

Under this closed business compensation measure, known as BGN 24, or 80 to zero minimum wage, employers have so far submitted 4,019 applications to compensate 19,576 workers for just over BGN 9 million, Sacheva said.

The subsidy under the measure amounts to BGN 50 million. It currently provides support by paying BGN 24 per day for the period of unpaid leave to any insured full time or in proportion to the working hours agreed in the employment contract.

The first payments have already been made for 230 employers, and payments will be made in the days leading up to Christmas as well as between holidays. Until December 31, it remains on the BGN 24 version.

The other measures are also in effect – until March 31, the 60/40 and 80/20 for hotels, restaurants, tourism and transportation will continue, and the necessary changes will be made. So far, 602 million BGN has been paid at 60/40, around 250,000 jobs have been preserved, and workers have kept not only 100 percent of their income, but also their job for more than 3 months, said Minister Sacheva.

Under 80/20, which is also open to self-insured, a total of 1,700 employers and self-insured were supported, as those who benefited from just BGN 290 received a total of BGN 20 million and 700 thousand, and those who benefited from the combination of BGN 290 and BGN 60/40 received BGN 77 million. A total of more than 40,000 jobs are reserved in the hospitality, transport and tourism sectors, of which about 9,000 are for transport.

The requests for specific assistance for parents with unpaid leave are 32,298, the measure is still in effect, parents may request it in January. The funds for this year amount to 7 million BGN and for the next 773 million BGN. Of these 32,298 applications so far, 10,532 have been approved and they will receive a minimum wage for a whole month. The measure will continue to work for as long as it is needed.

Under the “Parents on the job” measure, which provides funding for babysitters, 2,650 contracts have been signed and BGN 20 million paid since the start of the pandemic.

Unemployment to November was 6.7 percent, as of December 15 it registered a slight increase and was 6.88 percent. We believe it will not exceed more than 7 percent by the end of the month, Sacheva said.

To date, the registered unemployed are 226,013 people, and since the beginning of the state of emergency until now 205,528 people have begun to work.
