“With the signing of this treaty, we are taking another useful step to improve the capabilities of our Armed Forces. We are giving Special Forces the opportunity to receive new equipment that will be much more efficient and useful in protecting their constitutional obligations. the sovereignty and territorial integrity of the Republic of Bulgaria and the fulfillment of its remaining missions “.
This was stated by the Defense Minister, Krassimir Karakachanov, after signing the contract with the Bulgarian company “Samel-90” AD for the acquisition of combat vehicles for the Special Operations Forces.
“This case is patriotic. Not only are we increasing the capabilities of our Special Forces, but with Bulgarian taxpayer money we are supporting the Bulgarian economy so that it does not leak abroad, and Bulgaria is seen as a colonial state that is only forced to buy abroad, “Karakachanov also stressed.
He recalled that almost four years ago, this political and military leadership had set itself the ambitious objective of modernizing a large part of our armed forces, or at least starting an irreversible process of modernization and rearmament. From the beginning, our philosophy and cause was to include the Bulgarian industry in this effort. The normal logic and philosophy is to develop skills in Bulgaria. This provides us with a much more profitable cycle of maintenance and repair of the equipment we purchase, “said Minister Karakachanov.
He admitted that he was initially skeptical about the extent to which a Bulgarian company could make such a serious product. “I am already optimistic not only about the Special Forces, but also about the prospects for the Special Forces in the Navy and the Ground Forces. I hope that this agreement will be mutually beneficial not only for the Armed Forces of the Republic of Bulgaria, but also for the Bulgarian industry – an opportunity to gain confidence that it can perform tasks that until now were thought to be performed only by foreign companies, ”said the Defense Minister.
Karakachanov expressed his hope that the next defense ministers will continue with this policy in order to achieve capabilities and benefits for Bulgarian society with much more reasonable means.
“In the last 30 years, such a thing has not happened,” said Samel-90 AD CEO Petar Georgiev. “We currently offer our products in some 30 countries around the world, but this is the first thing we will offer to the Bulgarian army for almost 15 years,” said the CEO of the company.
He thanked the Special Operations Forces Command and the Ministry of Defense for their confidence. “We will continue to develop our activities in the direction of being able to participate in some other projects, including the Ground Forces, and continue to show that the Bulgarian defense industry has its place,” said Petar Georgiev.
“This is a historic moment for the Special Operations Forces,” said Major General Yavor Mateev, commander of the Joint Special Operations Command. “For the first time in our history, we have a treaty of such magnitude, and of such future importance for the operational capabilities of the Special Forces and for the fulfillment of our core responsibilities under the National Plan Against Terrorism,” said Major General Yavor. Mateev.
According to him, the agreement is of utmost importance, reached after much effort by all parties, and within the negotiation process the best possible conditions have been agreed.
He also presented some key points of the negotiation process: “The decision of the Council of Ministers of November 18, 2020 was of” main interest “and allowed the Ministry of Defense to directly negotiate the terms.
A working group appointed by the Minister of Defense, of which I was the head, managed to significantly increase the number of machines from what we had as preliminary parameters. Thank you for the professionalism of the company “Samel”: not only did we show flexibility and literally squeeze every opportunity within budget to achieve the best for us, but the company made significant discounts and used their reservations (based on this they really have such an agreement with the Bulgarian army for the first time, “General Mateev noted.
