“It takes months from decision to action,” Madkharov said, citing the transformation of covid beds into lung hospitals. “They decided that the beds had to be opened quickly in the summer. Lung hospitals were unable to conclude a COVID-19 corridor for two months because the corridor was infectious and had to run at half price.
