With 93 votes in favor, parliament vetoed President Rumen Radev’s amendments to the Merchant Shipping Code. Therefore, the disputed texts will be re-voted.
The total number of voters in the room and remotely was 172. 61 were “against” and 18 – “abstained”.
The veto was imposed against the amendments to the code, which provided for prison sentences of two to five years for illegal transport, as well as the confiscation of the vehicle. The wording is for “public passenger transport without permission, registration or license, which is required by a regulatory act or an act of the European Union.” The opposition has expressed doubts that this also prohibits carpooling.
The president also believes that there is no clear distinction between “ride-sharing” and “unregulated transportation.” Furthermore, the texts define the act as an administrative sanction and a crime.
