A homeless man from Burgas received a BGN 600 certificate for not wearing a mask during the state of emergency in April. The criminal decree was notified to him on November 5. Caritas, which cares for the homeless, is seeking legal assistance to appeal the fine.
Dancho grew up in houses and now lives on the streets. It is difficult to understand why he was fined twice. He was standing on a bench and entered a store without a mask, reports Bulgaria On Air.
“This is the period when, firstly, masks were missing, they were terribly expensive, and secondly, it is a person with mental retardation,” said social worker Asena Mateeva.
Caritas cared for nearly 100 homeless people during the Burgas pandemic. And now they have help. The NGO fears that in addition to wearing a mask, homeless people will be fined for not complying with the quarantine.
“These are people who live on the streets and if any of them pass an AKP test, then there is no place to be quarantined,” Asena Mateeva said.
Caritas has just three days to appeal Dancho’s actions. They seek legal assistance and a lawyer. Dancho receives a social pension of BGN 200.
