History does not have to repeat itself as a farce. Sometimes it just repeats itself.
Recently, I remember how the real explosion of resentment against the government of Jean Videnov began. There were dissatisfied all the time. In late autumn 1996, protest demonstrations organized by the unions began. But the explosion in the mind, the moment that all of society wanted Videnov to leave, was the appearance of “Incompetent” posters in the shop windows of the center of Sofia.
This “incompetence” was an expression of the sudden enlightenment that the Videnovs weren’t just bad rulers. They were genuinely incompetent. They couldn’t do anything like humans, even if they wanted to. They just couldn’t.
Deja vu?
With the publication of the last Republican budget of the GERB, we have reached this point again. Public outrage is no longer simply due to a group of burly, fat-eyed men using power to their advantage, treating the Republic as legitimate prey. Today’s outrage comes from the clear understanding that those in power are, in addition to being greedy and evil, simply incompetent. They couldn’t do anything useful, even if they wanted to.
This is the price we pay for Boyko Borissov’s attempt to decisively demolish Bulgarian society. Gather all authorities and resources into one fist to restart Bulgaria as a feudal structure, governed not by laws, institutions or protocols, but by the unpredictable will of the respective feudal lords.
The initial result of this model, visible at the end of “Borisov-2”, was the transformation of state institutions into private criminal units, serving specific feudal lords and bandit leaders. In doing so, institutions have undermined the rule of law and blocked the path to investment. It is not a coincidence that the collapse of the rule of law and the collapse of foreign (as well as domestic) investments coincided in time.
Chaos has become the norm
It was not long before the result expected by all political scientists arrived. Due to the liquidation of the institutional behavior of the state, chaos ensued everywhere. Accustomed to working only by order “from above” in favor of a fat man with a loyal look, the institutions lost the ability to do even that routine work that creates a semblance of order and distinguishes civilized from barbarian societies in which chaos is the norm. One sign of the achievement of this state is the astonishing chaos over the “second wave” of Kovid-19. The actions of any institution do not appear to have ever developed laws, protocols or procedures for systematic action in such a situation. All the actions of the authorities are a matter of whims, which are quickly replaced by other later whims.
Taking management to “whims” is not something that we see only as a cause of infection. They are all whims. It occurred to them to make a new Constitution with people whose higher education is in question. It occurred to them to buy more planes from the United States to trade with Turkish Stream. Then it occurred to them to park a new reactor at CN Kozloduy, although they supposedly dedicated themselves to CN Belene. Karayancheva came up with inviting outside observers for the elections, although according to a long-established protocol, this is the prerogative of the Foreign Minister.
Borisov’s metamorphoses continue
In the end, they came up with a budget like Venezuela’s, in which they would promise to give money to everyone except doctors and medical personnel. Meanwhile, according to an old socialist custom, they asked for volunteers in the hospitals because there were no doctors or other staff. This is also an element of chaos: when you cannot maintain an elementary and daily level of government, almost immediately you are forced to “grab the bodies”, to try, in the old Russian way, to bury the problem under a body chamber humans.
These people, even if they want to, can no longer do anything useful. And even if they could, it doesn’t matter, because they have lost all legitimacy. No one will be involved in your conduct, and no one will follow your orders, no matter how reasonable. Because they are in the “Incompetent” position.
It was a time when Borisov had become Oresharski. At the moment it is already at the “Videnov” level. The transition ends as it began: with catastrophes caused by incompetence.
