The Bulgarian Food Safety Agency has discovered and stopped the operation of an illegal kennel in the city of Beloslav, Varna region, where Chihuahua Raya was born.
The story of paradise became known after action star Jean-Claude Van Dan personally asked the Bulgarian authorities to save her. The owners of the 3-month-old Chihuahua bought it from a private individual in Oslo. He has a Bulgarian passport and vaccinations, but the Norwegian authorities do not recognize them. The local food safety agency took the dog from its owners and quarantined it. Norwegian authorities later announced that the animal had been imported illegally and set a condition: either the dog would return to Bulgaria or it would be euthanized. However, the Bulgarian Food Agency rejected this for the little Chihuahua because his passport was invalid. After Jean-Claude Van Damme recorded a moving video and asked the Bulgarian authorities to save her, the BFSA allowed the dog to return. In our country it will be quarantined for 30 days.
After Van Dam’s appeal: Bulgaria saves Norway’s little Chihuahua
Now it’s clear where the little chihuahua came from. The kennel in Beloslav is not registered as a breeder, the owner is an individual and carries out activities of breeding Chihuahua dogs without pedigree, illegally on the Internet, reported the BFSA.
In the buildings of the owner’s private property, the inspectors found a total of 23 dogs: 17 adults for breeding and 6 young. The animals are kept in primitive conditions, without adequate veterinary care or care. The dogs have not been identified and vaccinated according to the legislation.

The owner has been issued an act for illegal breeding activity, according to the Law for Veterinary Medical Activity (ZVD). The Food Agency delivered four certificates to the veterinarian who delivered the false documents to the dog Raya. The established medical infractions are the lack of registration in the BFSA, the use of identification chips of unclear origin and without being entered in the integrated information system of the agency – VetIS and issuance of false documents, as well as the lack of a mandatory diary of the activities carried out in the doctor’s practice.
The BFSA is seeking help from non-governmental organizations in caring for the Beloslav City dogs and assisting them in their adoption.
All irregularities and circumstances established by the control body will be handed over to the Prosecutor’s Office for future actions within its competence.
