BSP MP Rosen Malinov was expelled from the plenary hall today after he refused to don a medical mask, which was handed to him by a quaestor in parliament. This morning it became clear that his colleague Dragomir Stoynev had a positive test for coronavirus.
The Speaker of Parliament, Tsveta Karayancheva of GERB, asked all MPs to put on masks. It turned out that Rosen Malinov did not have one, and then he refused to put on the mask, which the quaestor of parliament brought to him on the order of Karayancheva. Finally, the president of the National Assembly asked Malinov to leave the plenary hall and returned the mask to the Quaestor in a demonstrative manner.
By law, the minimum penalty for not wearing a protective mask in public places is BGN 300. However, there are interpretations that parliament is not like that.
A comment was also made to Alexander Simov of the BSP, but he donned a protective red canvas mask.
The United Patriots parliamentary group proposed to adopt rule changes that would remove deputies from the plenary hall without a mask. Tsveta Karayancheva replied that this is not necessary, but a matter of self-awareness. According to the rules, only the chair of the session and the speaker from the rostrum can be without a mask.
At the moment it is not known how many MPs are in contact with Dragomir Stoynev, whether they will be tested on their own volition or will be quarantined.
