Construction at the “Iskar” state hunting farm is illegal. This is the conclusion of an inspection carried out by the Pancharevo region. The constructed building does not have a construction permit, there are no approved investment projects or construction supervision. The explanation was that a hotel was not being built, but an old workshop was being modernized.

The company – contractor of the site, is “Bio Mining” AD, is recorded in the statement of inspection results. The company is owned by companies of Rumen Gaitanski-Valka, who is said to be close to the honorary chairman of the MRF, Ahmed Dogan.

Construction started in March and by mid-August the building was already built to the roof. The newly constructed building is next to the hunting lodge, which was once visited by Todor Zhivkov when he was hunting in the Iskar State Forest Service, local people told Dnevnik. The place is surrounded by forest and is only 150-200 meters from the east coast of the Iskar Dam.

The prosecution contacted Vladislav Panev on Facebook

On Facebook, Councilor Vladislav Panev, co-chair of the Green Movement and Democratic Bulgaria, was the first to point out the construction of the hunting farm on August 3. The Supreme Administrative Prosecutor’s Office responded to the signal and ordered the National Construction Control Directorate (DNCC) and the Ministry of Agriculture, Food and Forests to carry out an inspection.

Their conclusions were that the hunting estate had not requested the necessary construction documents from Bio Mining and had not notified Southwestern State Enterprise (SWDP) of the construction. The director of the hunting farm, Eng. Atanas Darelov, was also replaced.

And the Pancharevo region, on whose territory the site is located, undertook to study in detail all the available construction documentation.

Verification: No building permit, no approved project, no …

On September 28, the mayor of the region, Nikolay Gyurov, issued a statement of findings after an on-site inspection.

It has been established that the constructed reinforced concrete building does not have a construction permit, does not have approved investment projects or construction supervision. For the construction, DLS Acting Director “Iskar” Petar Gerzilov provided “unapproved and uncoordinated drawings for the repair and modernization of an existing technical workshop.” It had an area of ​​1,341 square meters. The claim was that a three-story hotel for hunters was not being built, but the old workshop was being modernized.

“Google photos show that before construction started there was a bare meadow,” replied Panev, who gave the signal.

Director Gerzilov confirmed to Dnevnik that the construction did not have a permit.

Bio Mining has a contract for joint activities with the hunting farm

Construction contractor Bio Mining AD has a contract with Southwestern State Enterprise (SWDP) – Blagoevgrad, under whose leadership is DLS Iskar. It is for joint activity for a period of 15 years and was signed on June 23, 2016, announced the Southeast District Police. According to the investment program, the following activities have been agreed upon:

– construction, repair and maintenance of biotechnological facilities;
– development and maintenance of the forage base;
– purchase of fodder to feed game;
– protection and protection of the game;
– purchase of live games for resettlement;
– repair and maintenance of bases for intensive hunting management and construction of aviaries;
– supply of movable property, plant and equipment for use by the operation;
– construction, repair, maintenance and cleaning of forest roads;
– repair and maintenance of the hunting base.

The audit report from the Ministry of Agriculture, sent to the VAP in August, also showed that the company has not fulfilled its obligations to donate funds, with which the contractor has won the contest. Since 2016, the amount has reached BGN 600,000.

Pancharevo area: there are reasons to withdraw construction

The new building has an area of ​​1490 square meters and consists of three parts. The highest is the average, which is three stories high and is 11 m high, it is recorded in the income statement of the “Pancharevo” region.

Based on the established violations of the provisions of the Spatial Planning Law (SPA), the mayor of the Pancharevo region announces that there are grounds to initiate a construction dismantling procedure.

DNSK: the municipality of Sofia must issue the expulsion order

At the request of Dnevnik, the DNCK explained that they were aware of the case, but “we are facing illegal constructions of category I, II and III. “Construction Control” in the Department of Architecture and Urban Planning (NAG) of the Municipality of Sofia, “said the DNCK.

NAG was asked to write a written query to Dnevnik to investigate the matter. It was sent, but no response was received until the publication of the material.
