Constitutional judge Atanas Semov described the European Commission report, followed by a European Parliament resolution on the rule of law in Bulgaria, as a “slap in the face.”

“The slaps must be given with words and political assessments. Brussels did the same twice this week. What we saw and heard was that Bulgaria is pruned, heavily pruned. Europe has seen and understood for a long time, but it is ready and ready to act “he said on BTV.

According to him, the most worrying thing is the finding of recurrence. “Bulgaria has been in the EU for 14 years, has received reports from the EC for 14 years with clear and specific criticism and has done almost nothing. This is the most alarming finding of the report,” said the constitutional judge.

“We should also be concerned about the fact that the Bulgarian government constantly lies, lying to its citizens, lying to Europe, about reforms, changes, progress. We all here know very well what the real picture is. Now we have seen that Brussels knows and in In this regard, the report can be seen and read as encouraging, as encouraging the Bulgarian intolerance towards atrocities, “said Semov. According to him, the report cannot solve the problems in Bulgaria, but it can very clearly encourage their solution.

According to the Bulgarian constitutional judge, there is no fight against corruption, but about who should manage the corruption.

Semov said that the Bulgarian justice system employs a lot of quality, honest and knowledgeable people, but there are also those who do their best to keep it in some cases. According to him, the question is not who they are, but why and how they do it. “There are political and legal mechanisms that unfortunately allow this and we know some of them. We know how it is possible to selectively check some signs of corruption and others not notice anything. To selectively check some records and photos, and others not, are problems that Brussels sees and it is clearly diagnosed as “incompatible with the European value system,” he said.

According to him, it is inadmissible again that this report and this resolution “pass silently as through a desert and sink in the smoke of the jeep”. “We must show a very clear will to be intolerant of atrocities. This is what separates us the most from Europe, this is the European lesson that we have not yet learned: active and timely intolerance of the atrocities of power,” Semov emphasized. .

He added that he supported in some way the opinion of the Minister of Justice, Desislava Ahladova, that the report was positive. “It is positive that it is full of concrete facts about the atrocities committed in Bulgaria, it is positive that the report contains a very clear critical reading of the Bulgarian reality, it is positive that the report gives a clear signal to the Bulgarian citizens:” You are not alone in resisting the atrocities “It is positive that Bulgaria is a member of the area of highest European values and that it will not be abandoned by the European Union,” said Semov. normality in Bulgaria “.

The law and morals are above the chief prosecutor, said the constitutional judge. “The big problem is not the chief prosecutor and if he has understood his powers, but the big problem is not allowing the atrocities that we are witnessing, learning to think in time, first when we elect him and then when we tolerate it,” Semov said. .

Asked about the report on the work of the prosecution, which will be presented to parliament by chief prosecutor Ivan Geshev, Semov commented: “In the work of an institution, what is not present is stronger, what is absent, we will hear what is the prosecution. We have heard a series of successes, but we will not hear an analysis of why a double standard is possible in the approach, in the attitude, in the attitude, in the attitude, in the attitude of the prosecution, in the attitude The great problem of the Judicial Power is not in him, but in the political system of the country, “he said.

Semov compared the changes to the Constitution to diapers: “It’s clear what’s inside, but it gives helpless parents little time. This is not a draft Constitution, but a convulsion of the political regime,” he said. According to him, commenting on the changes is a waste of political and historical time.
