“It is difficult to decipher such scams, but with good analysis and logical thinking there is always a way to reveal them”, explained to “24 Chasa” the head of the Plovdiv directorate of the National Institute of Social Security Rozalia Dzhineva.
The inspection showed that 270 pension files were missing. The National Social Security Institute asked people to present documents for the internship and during their inspection they suspected that 116 people received a pension in 1999 and 2000. All were processed by the same controller.

The scheme was implemented in two ways. In the second group of frauds are pensions, which were initially granted with a low individual coefficient, which after several requests for changes increases dramatically.
“Invited to visit the territorial division and present their internship documents, the people did not respond,” the experts said. The Economic Police of the Regional Department of Internal Affairs – Plovdiv, asked the “retirees” to describe their careers, indicating the approximate period, the position and the place where they worked. When the documents are requested, the standard excuses begin: “They were not returned to me by the National Social Security Institute,” “They stole them,” “I lost them, they burned them.”
It turns out that in all 116 cases there is fraud. Therefore, pensions have been modified or terminated through administrative procedures. Some people do not appeal the actions and repay the debts immediately. Among them is a teacher who presented a document that she worked in an underground mine and received a pension for the first category of work. He paid 100,000 BGN in one go, which he had exceeded as pensions due to fraud.
In court, the NSSI won more than 100 appeals from scammers. And the total amount of damages caused by the alleged pensioners was approximately BGN 4.7 million.
Among the citizens of Plovdiv who tried to deceive is a doctor who stated in his pension documents that while studying medicine he worked as an X-ray laboratory assistant, a profession for which he has no legal capacity.

BGN 76,268 cash compensation was illegally paid for 117 days of hospitalization, for a total of 1,674 business days, for which a signal was sent to the district attorney’s office.
The bulletin also describes the official recalculation of the pensions of 260,000 retired workers, which the National Institute of Social Security undertook due to the pandemic. On average the retirement is BGN 8.83 per month, but one in three recalculated pensions has increased by only BGN 1 to 5.

Sacheva explained that social measures had nothing to do with elections and that they were demographic priorities. “It doesn’t occur to me that social policy can buy votes, because I think it’s immoral. “What goes through my head is that we must do what we consider fair and responsible, and whoever values it and who thinks that we are working for the benefit of the State is free to give their voice as they see fit.” Sacheva explained.
