After an hour of debate, the leading legal committee in parliament today rejected President Rumen Radev’s veto on changes to the Electoral Code, which reverse machine voting and allow a vote by ballot. For the re-adoption of the amendments were the deputies of GERB and “United Patriots”, BSP and MRF supported the motives of the head of state and opposed, and “Will” abstained. The vote in plenary will be tomorrow.
Two weeks ago, the president suspected that GERB was trying to obtain an official victory in the next parliamentary elections and returned several changes to the Electoral Code, giving the opportunity to vote with ballots and machines, simplifying the protocols of the sectional electoral commissions, direct assignment computer. processing of voting data of the commercial company “Information Services” AD, as well as the opportunity to hold a referendum on issues relating to the powers of the Grand National Assembly. According to the head of state, the parliament does not comply with the recommendations of the Venice Commission and makes changes to the electoral rules immediately before the elections.
The veto was defended mainly by deputies from the BSP, who presented several arguments: that automatic voting will limit errors in protocols and the number of invalid votes; that tampering attempts will be limited; that one should not step back, etc.
“You are intentionally creating an electoral bomb,” said BSP Deputy Speaker of Parliament Christian Vigenin, arguing that being able to choose how to vote would create chaos by reporting the result.
In response, Anna Alexandrova from GERB said that there are people who are concerned about voting with machines and that the electoral process should also be attractive to them.
