Nominations for the National Council are made by delegate assemblies in places supported by an appropriate number of members. The election of the National Council will be the main act of the congress. The reason is that it will end Cornelia Ninova’s battle with her internal opposition. If the leader can prevail and bring more of his people to the new red plenary, he will provide support and comfort in decision-making. And the voice of the opposition will now be heard less and less.

During the first 4 years of her first term, Ninova repeatedly complained that she could not work with this composition of the National Council.

The plenary also decides to participate in the executive power. By statute, it meets at least once every two months.
