Since on January 1, 2019, more than 18 months ago, electronic car vignettes were introduced in Bulgaria, more than 20 thousand drivers have fallen into the category of violators and have been harmed, despite having paid for the vignette, a “24 hour” study.

It is not possible to say how many cases there are in this case as it is an appeal against the imposed compensatory fee of 70 BGN per movement with no vignette fee paid, or a claim to refund the vignette amount paid, and these cases are single instance and does not reach YOU, said the court.

The victims are more than 20 thousand, since RIA affirms that in the first 12 months of the introduction of the electronic vignettes 16 thousand people made errors when entering the data, and in the following 6 months, another 4000. No money was returned to nobody, and the drivers who did not find out about the error were in any case punished and the fines were not canceled.

There are several ways to buy an electronic vignette: from a dealer, for example from a service station, from the post office, from regional road administrations, online from the site www.bgtoll.bg or from the mobile application BGTOLL, as well as from terminals located in hundreds of locations. throughout the country and through which you can pay by card and choose the type of vignette. At the terminals and through the site, you enter the data yourself.

To buy a vignette for a car, the driver must enter the country of registration of his car, the period for which he wants the vignette, the license plate number of the car and an email to receive it, if it is through the site. If there is a trailer and both together with the car weigh more than 3.5 tons, you need to buy an additional vignette for the trailer.

In each of the steps until payment, the system offers the customer to verify what exactly he has entered, and in the terminals it explicitly asks him if he wants to continue with this data. But sometimes a person gets confused in a hurry, whether it is a letter or a number of the registration number, or the category of the car or the country of registration.

When the data entered does not correspond to the truth, it is as if a person had not paid anything or had paid for another car, existing or not.

There it is already verified by a person and if it is certain that for a car with such a registration number there is no paid vignette, within 5 days, the violation is transferred to a system for issuing electronic vouchers.

Meanwhile, the driver may have voluntarily paid the compensation fee if the crowd accidentally stopped him on the road. The violation is then removed.

The vouchers are delivered by mail to the permanent address of the vehicle owner. You then have a period of 14 days to pay the BGN 70 fee. If you don’t, you owe a fine of BGN 300 for a car.

In these 14 days, you can appeal the BGN 70 compensation fee, but this is done only in the district court in the place where the violation was found, even though it may be on the other side of the country.

If you win the case, reimburse only the amounts of the compensatory fee and possibly the penalty.

But RIA does not return money for improperly issued bullets and this is explicitly stated on the site where the bullets are purchased.

Sometimes people are left with the receipts issued by the terminals, thinking that a wrong number or a number is not a significant infraction, but the RIA does not think so.

First, we do not know exactly who bought the vignette, such is not collected information. The owner of the car can claim against us, and the user of the car bought the vignette with the wrong data. There is no way to correct a vignette because nowhere in the law or statutes is the “correction” of the action. The legislator did not foresee such a thing, because it would create an opportunity for corruption or at least for some unacceptable practices, to put it mildly, “Assenov said.

However, about a month ago, on the orders of Oleg Assenov, a violation for driving without a vignette by a Yambol citizen was canceled, on which he wrote “24 Chasa”. However, the employee activated it only 20-30 minutes after payment, and during that time the family had managed to pass through several checkpoints on the road and was imposed a compensatory fee of BGN 70.

“This case was completely different: the person had bought a valid vignette, the fact that it did not activate in 5 minutes, as required, was a violation of an intermediary of our business partner and the general conditions for working with business partners we could react, because this was a deviation from our requirements, “explained Assenov. And those cases were very few.

Furthermore, according to Assenov, the mistakes made when entering data for the issuance of electronic vignettes in Bulgaria are not considered too numerous. “In the context of 4.25 billion electronic vignettes sold, they are within the standards. They are even 5 times less than what the standard allows,” he said.

No change in toll prices next year

Car vignette prices for 2021 will not change and will remain at current levels, said Professor Oleg Assenov, deputy director of the RIA Board.

Annual is BGN 97, 3 months – BGN 54, monthly – BGN 30, weekly – BGN 15 and weekend, which is valid from 12 noon on Friday to midnight on Sunday – BGN 10 .

This year, unlike last year, Bulgarians prefer weekend vignettes to annual ones, while for transit traffic the purchase has been cut in half. For example, there is a 50% discount on traffic from Turkey to Germany and vice versa.

Among Bulgarian leaders last year 106,000 weekend vignettes were purchased and there are 109,500 so far this year. Each weekend the revenue per vignettes is approximately 40% higher than during the week.
