The systemic defects of the government model in our country and of the relations between the State and society can only be solved with a profound reform, which will empower citizens and impose mechanisms of transparency and real corporate responsibility.
This is one of the conclusions of an analysis of the Strategic Council of the Head of State, elaborated from the public discussion during the elaboration of the National Strategic Document of Bulgaria, presented on August 6 of this year by President Rumen Radev.

According to the analysis, although according to the Constitution power derives from the people, Bulgarian citizens have practically no effective tools for participation in government and for control and influence over the organs of power and officials. “The limit of reasonable independence and managerial autonomy has been crossed in the direction of the inviolability of power, which means that in violation of the basic principles of democracy, the people are not the supreme sovereign,” concluded the Strategic Council.
“A new synthesis of morality and competence must be created at the top of the state, and this requires a new system of elite selection, operating under the control of society,” the Strategic Council said in a document based on an analysis of the state of the state. The text states that in the National Development Programs drawn up so far, even well-written policies remain unfulfilled. “We must look for the reasons mainly in the vicious way of governing, which is characterized by incompetence, corruption, abuse of power, lack of accountability, ineffective control and practical irresponsibility,” concluded the Strategic Council. It is recognized that the unacceptable imposed and tenaciously defended way of governing the country is becoming an obstacle to the long-term development of our country and to full European integration. As a negative consequence is the continuous decline in the trust of Bulgarian citizens in the state and its institutions, which has reached a critical phase, expressed in the massive civil protests against the model of government.
As strategic defects in the functioning of the institutions and public powers, which need to be modified, the Strategic Council points out the taking of management decisions, which are not previously based on publicly announced arguments. An example of this is the deteriorating legislative process over the years, which ignores explicitly written requirements in the Law of Normative Acts, the Constitution and the Rules for the Organization and Activity of the National Assembly. “The basic democratic requirement that each authority, each administration and each official be accountable to the public for the funds spent and the results obtained, is not met,” reads the draft of the Strategic Council. More effective control and sanctions of corruption and abuse of power are necessary, as well as the introduction of new rules and effective mechanisms of political, administrative, material and moral responsibility in the spirit of modern European practices.
“We need strong guarantees that all those who have been empowered by citizens will exercise it in accordance with mandatory standards, will be accountable and take real responsibility. In this sense, the functions of the judiciary are key, but there are also serious problems. , which are among the main causes of the statehood crisis in Bulgaria, “read the conclusions of the Strategic Council. Problems include the lack of a clear positioning of the powers of the Attorney General within the functional framework of the Prosecutor’s Office, even in his investigation; political influence on the management of the judiciary; difficult opportunities for public control over the actions of the prosecution; the lack of visible results to overcome imbalances in the workload of magistrates, update the map judiciary, overcoming staff shortages in courts and judicial administration, and upholding the public interest.
