Borissov reportedly told GERB to create chaos and confusion with the Election Code. This was stated by the leader of the MRF, Mustafa Karadayi, during the debates on the changes to the Electoral Code, which continue at this time.

I listen carefully to the debate. And above all, this debate about the voting machines. This discussion was supposed to take place before the change proposals were made, but did not take place. Today we are witnessing how an Electoral Code is being imposed, which in our opinion is far from the fairness, transparency and democracy of the elections. With the Electoral Code, I am convinced, and with all the changes, in this room we want the next elections to be held in a normal environment, to be fair, transparent, said Karaday.

There are defects in the electoral process: the large number of invalid votes, the subjective factor in the counting of the ballots, the large number of errors in the protocols. The GERB argued that the possibility of voting on paper should not be eliminated, but everyone knows that there must be public and civil control over the elections. What is the purpose of imposing an Election Code so quickly without constructive debate, especially on automatic voting? We already have a lot of experience in this regard, the defects of 2019 are known, but from today’s debate and the proposed texts I do not see the desire for change, he continued. If both we and the GERB want fair and transparent elections, we want it to be easier for Bulgarian citizens to have their vote respected. Most likely, GERB has received instructions from its president, Boyko Borissov, to create chaos and once again have the opportunity to falsify the elections, Karaday insisted. He proposed that debates in the House be postponed so that debates on the texts could take place, but this was rejected.
