The minimum daily amount of unemployment benefit should be increased from BGN 9 to BGN 12, Parliament voted in first reading with amendments to the State Social Security Budget Law for 2020.

The proposed measures provide support to the unemployed in the conditions of a COVID-19 pandemic, said the petitioner – the Council of Ministers. They come into force on October 1 of this year.
The period to receive unemployment benefit in cash (when the person has acquired the right to the benefit in a period of less than three years from the previous use) will be increased from four to seven months.
The first measure will affect between 30,000 and 33,000 people on average per month during the period between October 1 and December 31, 2020. The cost required for the three-month period is estimated at around BGN 12,000,000, that is to say. around 4,000,000 BGN per month.
The second change will affect between 13,000 and 15,000 people on average per month. The cost required for the three-month period is estimated at about BGN 2 million, incl. around BGN 500,000 in November and BGN 1,500,000 in December.
The total additional expenditure for the two measures amounts to BGN 14,000,000 for 2020. It is not necessary to make an adjustment in the expenses of the Unemployment Fund, respectively, of the consolidated budget of the Social Security Fund.
With the modification of the State Social Security Budget Law, in force since April 9 of this year, the total amount of the Unemployment Fund expenses increased by 1,000,000 thousand BGN as the estimates for the execution The forecast of the consolidated budget of the Social Security Fund based on the data reported as of July 31 shows that at the end of the year there will be sufficient funds to ensure the increase in expenses of the Unemployment Fund, justifies the Council of Ministers.
