Not September 9, but September 12 is X-Day for Socialists

Four candidates remain for the final right in the first direct election of a BSP leader

September 12 will become BSP Day X. Then, for the first time in its 130-year history, the party will have the opportunity to directly elect its leader. Not by Congress, but by the vote of each of the Socialists.

Three days before the final stretch, there were four candidates left after the fifth, Georgi Todorov, retired. “The direct choice of theory may seem very democratic and representative, but in practice, given the current situation, it does not provide equality of candidates or guarantees of a fair vote,” explained the financier, who was the surprise and the new face of this campaign.

Thus, on Saturday, the current leader will fight for the votes of the socialists Cornelia Ninova, your deputy Kiril Dobrev and parliamentarians Krassimir Yankov and Valery Zhablyanov. The latter two came out on Tuesday with a statement that they were resigning from the campaign, but continued their participation in the direct election.

“I was willing to give up the battle for leadership, but I will play until the end, because the BSP is my party, for me the BSP people are everything. Without them, we will have neither the ideas nor the traditions for the next generations, “Kiril Dobrev said at the discussion meeting with the largest red organization, Sofia.

During the campaign, Ninova’s opponents repeatedly accused Positano of 20 alleged manipulations. “The claim that the vote will be manipulated, falsified, predetermined is

insult to

party because

to struggle

municipal

structures

from the BSP, ”the leader of Stara Zagora responded on Tuesday. And he told how during his tours of the country he saw the desire of party members to use the right to vote directly. “More than 95% of all the people I spoke with thanked them for giving them this opportunity for the first time and insisted that they exercise this right,” Ninova said.

All socialists who are members of the party as of December 31, 2019 have the right to vote for leader. (How they will do it, see the manual below.)

However, the red electoral rolls have become a major problem. Until today –

the day before him

choice, nobody in

BSP does not know

how are they exactly

members of

Party,

who have the right to vote. As of December 31, 2019, according to local structures, the Socialists numbered just over 84,000. According to the head of the Red CEC, Emil Voynov, as of August 17 there were around 80,000; however, the final figure should be clear today, because the deadline to remove from the death lists those who left and retired since early this year until today.

On September 1, three of the candidates, Yankov, Zhablyanov and Todorov, requested in an open letter to the Executive Bureau, the National Council and the Central Electoral Commission of the Party that the lists be made public. In response, Voinov explained that at the CICC the lists were received only in electronic version, but they are available at the municipal and district commissions and anyone can see them there.

Another controversial point turned out to be the introduction of

mobile

sections for

vote,

intended for adult socialists who cannot get to the nearest section. In the same letter, the three candidates demanded their removal because “they do not guarantee the secrecy of the vote and allow the members of the party to be pressured.” They create conditions for the falsification of the result due to the impossibility of any control over the “roving boxes”, according to Yankov, Zhablyanov and Todorov.

His accusations were categorically rejected by Voinov, who recalled that the mobile sections were introduced by the rules threatened by the National Council. How Red CEC Will Ensure Voting Fairness – See interview with your boss below.

How three days after the cult of the Reds will take place on September 9 and what the results of it will be, depends on how fulfilled September 12 is and if it will remain as day X in the history of the game.

Emil Voinov, director of the Red CEC:

Voting data will be entered three times so there is no doubt about the exact result

I do not believe that Congress will revoke direct elections, even if they are irregular. The only option is for the National Assembly to set a new date for the vote.

Mr. Voinov, one of the leading candidates, Georgi Todorov, has retired from the race, does that change anything?

– No, this does not change the electoral process, the ballots are distributed in the municipalities and if there is a resigned candidate, the voters simply will not vote for him.

– But what will happen if people vote for Todorov?

– The ballot will be considered void.

– Why did the voter rolls turn out to be the best kept secret of this campaign? How many BSP members are there?

– This is how the rules adopted by the National Council are drawn up – the lists are in the regional and municipal commissions, and in the central they have been received by email. But municipal and district commissions must remove all dead, deceased or discharged members from the beginning of the year until election day. So, on September 11, the final number will be clear.

– You said that by August 17 there were about 80 thousand Socialists.

– Exactly.

– Will they fall far below this figure?

– Maybe some will be eliminated for each municipality, but I do not expect them to fall far below this number.

– In the course of the campaign, he received many accusations that the commission works for a candidate and this is their leader …

– There are no facts. The CICC has in no way shown that it tolerates one or the other candidate. We are all the same, in the electoral campaign we have set the same time for access to television and “Duma”, we have circumvented the sequence of appearances. The campaign materials prepared and distributed by CICC are common to all candidates: posters and brochures.

– How will you guarantee that there will be no tampering on voting day? The main suspicions fall on the mobile polls.

– A representative of a candidate has the right to be present at each PEC. They also have the right to accompany the mobile polls. And during the movement, a tape with the signatures of the PEC members and the defenders themselves will be pasted on the opening of the ballot box, so that when the next voter reaches the defender, the defender can be convinced that it is intact. All boxes will be taped on all sides so there is no access to them.

And when counting the votes in the CICC – upon the arrival of each MEC protocol, it will be photocopied immediately and each representative will be able to receive a copy of it to ensure that the same data is entered in the computer center.

The data will be entered three times, one of the spreadsheets, which we will receive by email from the MEC, the second time, the original paper protocols of the MEC, and the third time, the protocols of the section. Finally, the three inputs will be compared to see if a technical error has been made somewhere. So there will be no doubts about the exact result.

– If the vote is not legitimate because more than 50% + 1 of the members do not go to the polls, what happens next?

– Then the National Council should set a new election date. The other option is for Congress to change the statute. There have been several proposals in recent years to change this point of the bylaws, but Congress has rejected them. I doubt that Congress will revoke the direct election of a president, even if it is irregular. The only option is for the National Council to set a new date for the elections.

Socialist Voting Manual

– Election day begins at 7 am and ends at 7 pm.

– Every socialist proves his identity before the electoral commission with an identification card. Your details are verified, your PIN is entered into the electoral roll, and then you are allowed to vote.

– Voting is done with a comprehensive ballot, which indicates the names of all the candidates in alphabetical order and their serial number in a box. The ballots are white, made of thick paper, with serial numbers and with polygraph protection. They have the inscription “Election of the president of the BSP” and the logo of the party.

– Vote by placing an X or V sign over the number of the selected candidate. When there is a vote with any other character such as letters, numbers or other characters, the ballot will be declared invalid. Everyone has the right to vote for a single candidate.

– The ballot is folded and placed in the ballot box, after which a person signs the electoral roll.

– If the voter makes a mistake, he can return the folded ballot and receive a new one, but once. Incorrect votes are described in the minutes.

– Voting outside the voting station is prohibited, except in cases where a mobile voting station has been established. No person other than the current voter may be present in the voting booth. An exception is made only when the voter has a disability, which does not allow her to take necessary actions during voting.
