In the deep moral and institutional crisis, in the growing distance between government and citizens, it is the National Assembly that must show wisdom in its decisions, he said. She recalled that a year ago from the same rostrum she outlined the country’s problems and warned that the time for change is inexorably running out. She called on parliament to focus on important decisions for the future.
If the National Assembly had listened to calls and vetoes of legislation that does not exert political pressure, it would not now have so little confidence and could not influence social processes in a more constructive way. But more disappointing than the loss of confidence is the loss of dignity, because parliament has allowed itself to become a staunch enforcer of the prime minister’s will, Radev added.
According to him, with proposals for the Supreme National Assembly and a new constitution, the prime minister replaces the public agenda and desecrates parliamentarism, with the goal of the government surviving.
It was not the lack of a new constitution that brought people to the streets, but the lack of morale in the government, which undermined the foundations of the state and corruption, Radev said.
Resignation is inevitable, he added. When they become a fact, I ask you to avoid any attempt by the status quo to deceive the expectations of citizens and to materialize with the retransmission of a cabinet of experts, Radev addressed the deputies in the room.
The Bulgarian Parliament is the most important institution in the country and should be the most respected. If you don’t want to listen to me, you should at least listen to your voters who are outside and do not vote expertly or to any other government within this National Assembly, Radev urged.
He asked the deputies not to vote for the changes in the Electoral Code. If we claim to be a democratic state, we cannot solve political problems with police methods, added the president.
Yes, I agree, there must be a debate, both about changes to the constitution and about making the state the rule of law. But all decisions must be made by the National Assembly and the government, working in the interest of citizens, not oligarchic circles, with a huge credit of confidence, he added.
The president appealed to the protesters and the police to avoid violence and provocations. He called on parliament to stay on top and avoid engaging in timelessness and hopelessness. He called on the National Assembly to follow the will of the protesters for the immediate resignation of the government.
Yesterday, the head of state said he had a version ready for a new constitution. However, he declined to say more before the government resigned. But he promised to start a debate on his proposals immediately after his resignation.
