Dozens of decent drivers have been fined for not seeing a vignette. The reason lies in the “unique and unique in the world” toll system, according to the Bulgarian authorities. So far, the state has paid BGN 320 million to the Austrian Kapsch. This was made clear in a Nova TV report.
Agency road infrastructure ” (RIA) has lifted all penalties imposed on drivers who have filed complaints. She also instructed her employees to cancel these fines if someone complained. This became clear from the explanations of the member of the RIA Board of Directors Prof. Oleg Assenov in front of the television.
It did not specify how many decent drivers were illegally penalized. He did not say if the guilty of another absurdity with the toll system were punished and how.
Other than canceling the fines, apologizing and correcting the mistake, there is nothing else to do, said Professor Assenov. “The culprits have assumed responsibility. We work for the benefit of the client”added.
However, it was clear from people’s stories that this cost them nerves and fights with the institutions until the fines were revoked. The victims were referred from the RIA headquarters in Macedonia Square in Sofia to the National Toll Office, which is located at the end of Tsar Boris III Blvd. to Knyazhevo, from where – to the monopolist ITS. It was only after they used connections and contacted a “high-ranking boss” at RIA that their case was resolved, the victim explained to Nova TV.
Despite dozens of signs of stung drivers, Professor Assenov assured that “the system works correctly”, and the main problem is entering the data. “We work for the benefit of customers and we don’t want decent consumers to be fined.”said the highway chief. He recommended that before hitting the road we spend “a minute” at the site of bgtoll to check if everything is fine, so as not to receive another congratulation for the offender.
New problems with electronic bullets
The problem is related to the activation of the electronic vignette, which was supposed to make our lives easier.
By law, after purchasing an electronic vignette, it must be activated up to 5 minutes and to be able to travel in peace.
In practice, however, it turns out that the vignette is on after 30 minutes. Therefore, if you leave after 5 minutes and go through a tollbooth, you will be reported as a violator. The National Toll Office will draw up a voucher for you within 5 days and you will receive the fine after a while, it is not clear how much.
This problem has been identified in 15 – 16 cartoon outlets by the monopolist in the market “Integrated traffic systems”, explained Prof. Assenov. According to him, ITS has been instructed to remove it. The highway chief did not specify whether the monopolist was penalized for this omission.
Another problem is related to the option where you buy the vignette online and enter the data personally. Then it is possible that a cache remains on your computer or mobile device and even if you have entered everything correctly, the system does not take it into account.
In this way you are again an offender and you may be given not one, but multiple fines, depending on how many times you have passed through a toll gate, until you realize that you are failing the “single” toll system.
In this case, the user of the service is guilty because he has not verified if there is cash left on his computer and his sanctions will not be revoked, it was clear from Professor Assenov’s explanations.
There is a third problem: you enter everything correctly in the form if you buy from an ITS or RIA monopolist, but the employee inadvertently confuses. So he becomes an offender again and will be fined, possibly multiple times, until he finds out.
In this case, however, you have the possibility of having the sanctions revoked if you show the RIA that you have done everything that is required of you. Thus, a driver from Vratsa escaped heavy fines, which, however, cost him time, nerves and effort.
“We have created a mechanism to control data entry at points of sale. When it is established that the user has correctly completed his declaration with the data of the e-vignette, and the error is the employee of the point, he is responsible for it ”.explained Prof. Assenov.
The system works correctly, but when entering data, users should be careful, said the chief of roads, asking people who buy an electronic vignette to verify the information entered several times before paying.
Why the toll system does not notify you that you are a violator
The most absurd thing about the whole situation is that the superhuman toll system does not have the option of notifying the vehicle owner that he is a violator on the first detection of such errors.
The answer is very simple, as Professor Assenov said: this is the legal order that the RIA observes. He explained that the purchase of a vignette is anonymous because it is not purchased with personal data. This is not true, because in the form that the buyer fills in the vignette indicates the registration number of the car, the names of its owner and PIN. So it shouldn’t be a problem to be notified.
In practice, however, the owner is notified of the penalties only when he receives the electronic receipts by mail, it was clear from Prof. Assenov’s explanations.
Mandatory check before hitting the road
In order not to fall into such absurd situations, it is best to check if you have a valid vignette and electronic receipts of unpaid tolls were issued, according to the toll system, warned the chief of the road.
This happened on the website www.bgtoll.bg, and the referral is made through the “Check Violations” button. It is necessary to enter the registration number of the car and the PIN of its owner, respectively LNC for foreign citizens or UIC for legal persons.
Information about the status of electronic vouchers already submitted can also be obtained by violation number and PIN of the car owner.
The inspection provides information about the violation number, the vehicle registration number, the type of violation, the place of commission (road, address, district, city), date and time, amount owed, as well as the status of the infringement.
Electronic unpaid toll tickets are prepared by passing through the control frameworks of the National Toll Administration, and an evidentiary record of the violation is generated. They are delivered by mail to the owners of the cars for which the violation has been established.
