The movement did not see a “reboot of the model” with the changes to the constitution proposed by the GERB, but another blow to democracy and statehood.

The MRF blames Prime Minister Boyko Borissov’s proposal to “restart” the state, the adoption of a new constitution and the convening of a Grand National Assembly. And this appears to have accelerated the resignation of the cabinet and the snap elections.
The move with honorary president Ahmed Dogan, whose summer granaries sparked anti-government protests, was the last parliamentary party to announce its position.

The MRF made its final decision at an extraordinary meeting of the Central Operations Office. When Prime Minister Boyko Borissov announced on August 14 that GERB would initiate changes to the constitution and convene the Supreme National Assembly, the MRF responded only with an old speech by its honorary president, Ahmed Dogan, calling for a restart of the current model. Borissov, for his part, promised that the restart would occur with the new constitution and announced that if the process is not started, this parliament is exhausted for him. So far, the movement has declined to comment on whether they will support and what their assessment of the changes is.

The MRF’s refusal to support the Borissov and GERB proposals makes it practically impossible to gather 160 votes in parliament to convene a Grand National Assembly. For the introduction of the changes in the National Assembly, 120 deputies must sign.
They aren’t sure either, though, as GERB has only received support from the United Patriots so far and has only 116 votes. The government’s plans were to hold talks with Ataka’s six independent MPs earlier this week to secure the four signatures they need under the draft new constitution. Talks were to be held with Veselin Mareshki’s “Will” party. However, he has already stated that he will not sign the constitution, but will support it if there is a vote to convene the Supreme National Assembly.
Following the MRF’s position, it is unknown whether the GERB will even try to present its project and seek the support of 120 deputies, official sources commented on Monday.
They recalled the words of Prime Minister Boyko Borissov that if the GERB attempt fails, it will consider this National Assembly exhausted and will go to early parliamentary elections.
The final decision on how the GERB will act after the MRF rejects any support will be made by Borissov, the ruling party commented. Despite the MRF’s position, the option to collect 120 signatures from deputies and present the draft of a new constitution and convene a Grand National Assembly has not completely disappeared, say deputies from Borissov’s party. According to them, this will allow time for further talks with the MRF, which will try to change its position. There were still hopes of talking to the BSP, which was the first to announce that they were against Borissov’s proposal.
This option will give the government time, because it takes between 2 and 5 months to consider your proposal. Thus, the vote, which requires 160 deputies, can be postponed until a minimum of November and a maximum of February. During this time, according to Borissov’s initial request, his cabinet could function. However, the pro-government did not like such a postponement and the most likely result remained a quick resignation.
