The MRF will not support GERB’s proposal for a new constitution and the convening of a Grand National Assembly (GNA). This means that the government will not be able to gather the 160 votes required for the Supreme National Assembly, without which a new basic law cannot be passed. In this way, the collection of 120 signatures for the presentation of the project ceases to make sense, since their discussion will lead to nothing, since the BSP has already rejected the support.
Earlier, GERB representatives said that if on September 2, the first business day of parliament after the summer holidays, they do not receive the necessary support for a new constitution and the Supreme National Assembly, then Prime Minister Boyko Borissov will be ready to resign. .
A large-scale protest is planned for the same date, which is intended to be the culmination of more than 50 days of protests demanding the resignation of the government and the attorney general.
During this time, Borissov repeatedly signaled that he was ready to retire, but failed to do so. On August 14, he announced GERB’s proposal for “restart” of the state through a new constitution and the Supreme National Assembly, which, according to protesters and various analysts, is nothing more than an attempt to preserve governability and avoid early elections.
The MRF announced its decision on Monday after an extraordinary meeting of the Central Operations Office and the parliamentary group.

So far, the MRF has refrained from commenting on the prime minister’s proposal to “reboot” the state.
Movement leader Mustafa Karadayi commented on Monday that the GERB’s draft of a new basic law is another “a blow against democracy and the state“. “The project denies the universal values: freedom, peace, humanism, equality, justice and tolerance. The new constitution denies the rights, dignity and security of the individual to be elevated to the highest principle. The day Borissov launched the idea, the MRF responded enigmatically, with an old speech by its honorary president Ahmed Dogan, who spoke of the need to “restart” the political model. Borissov promised that the “restart” would come with a new constitution and the Supreme National Assembly. A few days later, the prime minister announced that if he did not initiate the process, the parliament would be exhausted.
At the moment, there are no licensed attorneys who have supported the project, deemed of poor quality and mostly unnecessary. According to most opinions, the sole objective of the GERB is to buy time and avoid the resignation of the government and the snap elections organized by the interim cabinet of President Rumen Radev.
The GERB and its United Patriots coalition partners have 116 votes and 120 are needed to draft a new basic law. However, the party of Deputy Prime Minister Krassimir Karakachnov IMRO set conditions, while the NFSB promised support. If GERB collects 120 signatures with the help of independent legislators and Volia, the procedure foresees that the debate will last between two and five months, enough time to reach the regular elections next spring. At this time, however, GERB will need a majority of more than 160 votes for the decision of the Grand National Assembly to be made, and many cannot meet without the BSP and the MRF.
That is why the very exercise of collecting signatures for the presentation of the project no longer makes sense.
Despite torpedoing his plan to stay in power through a new constitution, Prime Minister Boyko Borissov may again refuse to resign. But it is not surprising that GERB and United Patriots are trying to form a new cabinet within the current parliament. The MRF has long insisted on some kind of expert government / program.
From the GERB’s point of view, this would be a huge political risk, mainly because it will demonstrate an official alliance with the MRF.
After losing the opportunity to respond to the demands of citizens, Borisov can finally join other predecessors like Sergei Stanishev, who tried to please the MRF in every way, including through the appointment of Delyan Peevski as head of SANS, until they would eventually call him a “deputy buffoon”, an expression with which Ahmed Dogan kicked the Filip Dimitrov government.
