They are reviewing 4 former minister and one current for the town of Chelopech
On August 13, the Sofia City Prosecutor’s Office sent the documents of an inspection to the specialized one with data on a crime of people who had concluded additional agreements. They are four former ministers and one current: Petar Jotev, Lidia Shuleva, Petar Dimitrov, Traicho Traikov and Temenuzhka Petkova. The inspection began after a signal from Nikolay Edrev from Burgas. (Who is it – see below.)
The gold deposit at Chelopech was declared in concession by decision of the Council of Ministers of March 26, 1999 during the time of Prime Minister Ivan Kostov. Additional agreements from 2000 to 2015 follow, modifying and complementing the concession contract.
7 years ago, the National Audit Office audited and analyzed the period 2011-2013, and many of the current findings are still there. In 2013, however, the prosecution found no reason to file a complaint.
After several ownership changes, this deposit is now operated by the world leader in the mining industry, the Canadian-based company, “Dundee Precious Metals.”
The first change in the concession contract was in September 2000 and was signed by the Deputy Prime Minister and Minister of the Economy, Petar Jotev, and the Navan Chelopech company, which was owned after the state company was privatized in June 1999.
Reduced
are the money
under the mandatory ecological program from $ 9.6 million to $ 1,347 million and investments – from $ 37,136 million to $ 8,303 million.
However, the implementation period of the ecological and investment program has been reduced from 5 to 3 years, indicated the Prosecutor’s Office. The reason for the changes is the discrepancy between the concession and the privatization contract.
The second supplementary agreement was dated February 27, 2002 with Deputy Prime Minister and Minister of Economy Lydia Shouleva under Prime Minister Simeon Saxe-Coburg-Gotha. Again it is with Navan Chelopech, who seeks exemption from the payment of state concession rights from January 1, 2006 until the end of 2010, committing to investments in 2003-2007 of $ 25 million. A deputy minister’s report says that if this does not happen, the next deal with Canadian “Dundee Precious” will not be finalized and “Navan” will go bankrupt.
Therefore, the concession fee is reduced by 50% from January 1, 2004 to December 31, 2010. Investments have been agreed for 2004-2008 for 18 million dollars. But the prosecutor’s office said today

– in 2004 it was 624 310 tonnes, and in 2010 it was 1,088 431 tonnes, which contradicts the justification for the reduced concession fee.
At the end of 2002, Navan declared bankruptcy, and in September 2003, the Canadian company Dundee Precious Metals was selected as the buyer.
The third agreement was initialed by the Minister of Economy, Petar Dimitrov, under Prime Minister Sergei Stanishev. It is dated July 10, 2008 and is on the occasion of the investor’s intention of a facility for the production of metals. In 2008, the Minister informed the government in a report that a change in the contract was needed due to the alteration of the economic balance between the parties in favor of the concessionaire. The signed contract eliminates the clause to reduce the concession fee by 50%. And the money for the state becomes 2% of the value of metals with a return of 10% or less and 8% with a return of 60% or more.
In 2010, however, the Supreme Administrative Court reversed the decision of the Ministry of Ecology, which gave permission for the installation and the project did not start. Therefore, the clause of higher concession rights is not activated and it remains that of 1.5% of the value of metals.
The fourth agreement was signed by Economy Minister Traicho Traikov and Chelopech Mining on December 28, 2009 under Prime Minister Boyko Borissov. The period for the settlement and recovery of land was extended from 18 to 20 months. The last, fifth agreement is from August 11, 2015 and was signed by the Minister of Energy Temenujka Petkova. There is no information about him in the prosecutor’s decree. The Ministry of Energy responded that according to a signed document

Today, Lydia Shouleva advises to see the documents in the Council of Ministers, which set out the arguments why the concession contract was changed. Her former BSP colleague, Petar Dimitrov, does not recall the exact basis of the deal at the time. She then asked Ms Shuleva why the concession fee had been cut in half. That is why today it seems illogical to agree with northsomething like that. Traicho Traikov points out that the prosecution has not indicated what he did wrong and therefore recommends, like Ms Shuleva, request information from the Ministry of Energy, where there is a complete file on the deal.
Until the editorial end of the issue, Petar Jotev was unavailable for comment.
The prosecutor’s office is not seeking Dundee Precious Metals, but stands ready to provide full assistance to the proper authorities. The Canadian company added that its activity in Bulgaria fully complies with current legislation.

The battle of the civil association in which it participates, against the concession, began 5 years ago. “Energía Alternativa” filed a lawsuit for denying access to public information and won it: the Ministry of Energy provides the concession contract and additional agreements.
Edrev is an economist, a former Cambodian ranger in 1992, who hangs out at the beach in Rosenets Park next to Ahmed Dogan’s summer village.
In April 2014, Nikolai entered the criminal reports after an action in a night bar in Burgas. There he fired a legal pistol at the asphalt, but the shrapnel struck a 24-year-old man in the chest. Nikolai himself sent a signal to the Interior Ministry and claimed that the victim had punched him in the ribs.
A year later, prosecutors dropped the charges against Edrev, describing the incident as an unavoidable defense.
Nikolai is the brother of Andrei Edrev, participant in the reality show “The island of temptations”.
