MEPs voted to reimburse overpayments for natural gas and steam. The mechanism for reimbursement of the difference resulting from more than BGN 150 million. for consumers, as well as the deadlines established in the amendments to the Energy Law, which was approved today in an extraordinary meeting.
Amendments to the law are needed to regulate how customers’ money will be returned from August 2019.
Amounts will be deducted from each bill for customers who have a monthly hot and hot water bill, and those who use an annual balance account will receive the lump sum once. In the respective account – equalization or consumer account – customers will receive information about the amount of the compensation separately, and if it is greater than the first account, it will be deducted from the next until the amount is settled.
Compensation should be calculated for each month’s billing from August 5, 2019 to March 31 of this year. Refunds will also be refunded to customers who have chosen not to participate but have used gas or steam as of and after August 5, 2019.
Based on accepted changes, Bulgargaz must reimburse gas distribution and district heating companies for gas supply contract amounts from August 5, 2019 to March 31, 2020, after a price reduction of gas due to a change in the contract with Gazprom Export. “For industrial customers: the deadline is 12.31.2019. Overpayments for the period from January to March 2020 will be returned to the industry by a decision of the public provider.
The change in the law is a condition for the EWRC to give a retrospective opinion on the prices of gas and steam, as well as the electricity produced from district heating from 08/05/2019 to 03/31/2020. Companies will have a month to determine what they have to do. reimburse your customers.
Bulgargaz’s applications have already been submitted to the EWRC and the calculation of how much money should be returned to end customers has started. The amounts to be recovered are expected to be clear within two months.
During the debate, BSP deputy Atanas Kostadinov said the opposition supported the return of the money and specified that consumers would receive less than BGN 10 per household per month.
“For us, Bulgaria missed a year on the opportunity after the EC decision to demand fairer prices.” Kostadinov added.

The chairman of the parliamentary energy commission, Valentin Nikolov, said he disagreed with this bill.
