The Cabinet approved the bill on measures after the state of emergency

The government passed a bill that modifies the Health Law, which regulates measures to prevent, limit and overcome the consequences of the spread and infection with the COVID-19 virus during the period after the end of the state of emergency. This was announced by the government press service after an extraordinary government meeting via video link.

Quarantine rules will work until the Minister of Health decides. The 14-day isolation for those who entered the country is also preserved.

The socioeconomic measures introduced due to the COVID crisis will take effect two months after the end of the state of emergency, and some until the end of the year.

The bill proposes changes to art. 61 and art. 63 of the Health Law, which are directly related to the possibility that the Minister of Health order measures against the epidemic.

The acts by which the Minister of Health introduces temporary anti-epidemic measures in the territory of the country or of a separate region for the protection of the life and health of citizens will be determined. They will be entered by order pursuant to art. 73 of the Code of Administrative Procedure or with an ordinance, which will be promulgated immediately in the next issue of the State Gazette.

The draft also foresees changes in a number of other normative acts.

The Code of Administrative Procedure explicitly introduces a period of two months for consideration of the challenge to the general administrative act, issued in urgent cases and two instances of challenge.

With amendments to certain normative acts such as the Law of Measures and Actions during the State of Emergency, announced by a decision of the National Assembly of March 13, 2020, the Law on Foreigners in the Republic of Bulgaria, the Labor Code, the Social Security Code and the Law on Officials and others The deadlines for the socioeconomic, financial and health measures provided in them are specified to overcome the consequences of the spread and infection with the COVID-19 virus, since part of the deadlines some of the measures are broadened and broadened.

All rights derived from the state of emergency extend 2 months after May 13.

Earlier today, after an extraordinary meeting in the Council of Ministers, it was clear that, by decision of the Minister of Education, students in grades IV and X will graduate without taking an exam in the national external assessment. The external assessment for students will be postponed to the beginning of the next school year. If they want to apply, this will be based on annual evaluations.

After May 13, the work of the justice system resumes. However, the seizure ban remains for 2 months after the end of the state of emergency.
