In its Security and Defense Review, Britain said it faced the threats of nuclear-armed states, emerging nuclear states and state-sponsored nuclear terrorism, and needed its nuclear deterrence to guarantee its security and that of its allies.

Some states are now significantly increasing and diversifying their nuclear weapons, the government said. “There is a risk to strategic stability due to the increase in global competition, challenges in the international order and the proliferation of potentially disruptive technologies.”
