Letting Link wield a Sheikah pistol may seem too strong when most of the enemies he encountered in BotW It only had basic melee weapons or bows, but Nintendo could simply balance it by making the material or ammunition necessary to fire it extremely scarce. Either that, or they could make the weapon weak and unwieldy, the equivalent of a musket or something.
In this way, the weapon could be powerful, but players would be encouraged to use it only in crucial boss battles or when they are on the verge of death. Like you wouldn’t spend an old arrow on a Bokoblin group in BotWRunning low on weapon ammo would balance how changeable the game could be.
