Rumors are circulating that a second lockdown is already in the works. But the government could not (currently) enforce this.
After the Vienna elections, Austria will again “go dark”. If not, maybe during the autumn holidays, which are standardized throughout Germany for the first time (from October 24 to November 1), or in November. In recent weeks, rumors have been growing that a second lockdown is imminent. What will happen seems already arranged for the diffusers, only when nobody agrees.
FPÖ: “Apparently already in preparation”
The fall break as a time for a second shutdown was put into play by FPÖ boss Norbert Hofer, who stated in a broadcast on September 30 and then again two days ago, on October 8: “Well-informed circles around the cabinets they name one Closing in time for All Saints’ weekend: October 23 is mentioned over and over again. ” However, on the government side, Chancellor Sebastian Kurz (ÖVP) and Vice President Werner Kogler (Greens) have already emphasized several times that they want to avoid a second blockade by all means.
However, rumors are growing: for example, it is said that supermarket chains received secret instructions to increase their stocks. “This is an artificially created malaise,” denied a representative of the grocery trade, according to a report by the “Kurier”.
Preventive blocking is not possible
But could the government simply order a new blockade overnight? Jain. Despite the worrying increase in new infections, such an emergency brake in the country currently (!) Would not be legally possible, and it would certainly not be preventive.
The current version of the Covid-19 Measures Act (COVID-19-MG) expressly states that exit rules or restrictions can only be imposed “to prevent an imminent collapse of medical care or similar emergency situations.” Austria is still a long way from achieving this, as the official AGES panel data show. Based on this, 410 normal beds are currently occupied (Oct 10, 2020) with corona patients across the country, there are still 6,849 available. The occupancy rate for intensive care beds is currently 99 to 700.
A maximum of ten days of inactivity.
Health Minister Rudolf Anschober (Greens) can only impose entry bans to business premises, workplaces, means of transport and public places, as well as exit restrictions with the consent of the National Council, in which the turquoise green has most of the mandate. The exit rules according to §5 are also only valid for a maximum of ten days before the corresponding ordinance automatically expires.
