The National Council approved the government’s proposed educational voucher on Wednesday. Unemployed who participate in at least four months of training or other qualification measure on behalf of the AMS will in the future receive unemployment benefits or emergency aid and the existing training surcharge of just over two euros, four euros a day, that is, about 120 euros per month, receive.
The prerequisite is that the training or retraining begins between October 2020 and December 2021 and the provider of the training facility does not award subsidies. Together with the general training surcharge, which is due now and also for the shorter courses, the unemployment benefit for affected training participants increases by a total of 180 euros. The decision in the National Council was unanimous, the NEOS also agreed differently than in the committee.
Women and people with low qualifications especially benefit from the educational voucher
As Lukas Brandweiner (ÖVP) explained, the education bonus is intended as an accompanying measure to the Corona Labor Foundation. With a special endowment of 700 million euros, up to 100,000 unemployed people will be trained for highly demanded professional activities. According to Markus Koza (Greens) and Labor Minister Christine Aschbacher, this applies to the areas of digitization, renewable energy and care.
Koza hopes that women and the low-skilled in particular will benefit from the education bonus. On the one hand, there are many unemployed, Brandweiner said, on the other hand, many companies are still looking for qualified workers. In this context, Aschbacher announced a special focus for women.
Overall, Brandweiner said that Austria is overcoming the Crown crisis better than other countries, especially because of the aid measures that have been decided on. According to him, more than 400,000 people were supported with the single payment for the unemployed.
