Yesterday, the government negotiated with the social partners to draw up aid packages. Today at 2 pm, a video conference with all the governors will follow. You must be informed in advance of the plans of the federal government.
Then at 3pm, there will be a meeting with opposition leaders, SP leader Pamela Rendi-Wagner, Neos president Beate Meinl-Reisinger and FP club boss Herbert Kickl (Norbert Hofer is quarantined) in the Chancellery. The SPÖ chief is likely to support the closure plans, given the impending collapse of the healthcare system. The Neos should split up. Kickl, however, will probably be against it.
At 4.30 pm, following a conversation with the opposition, Federal Chancellor Sebastian Kurz, Health Minister Rudolf Anschober, Vice Chancellor Werner Kogler and Interior Minister Karl Nehammer want to inform the public at a press conference at the Federal Chancellery. Negotiations to the end on measures
Yesterday, the tightening was negotiated at full speed. The extreme rise in new infections and hospitalizations, which is higher than the government’s forecasts had predicted, requires a more far-reaching package than Germany’s.
Starting Tuesday at midnight
At least Kurz and Anschober are now aware of the drama of the situation. But not everyone in government should share that. Above all, the schools, but also the economy, had to be fought hard. The package will go into effect on Tuesday, November 3 at midnight. And according to the draft regulation, it should apply for four weeks.
The lock regulation in detail
Since the situation is more dramatic than was assumed at the moment, the package of measures will (will have to) be tougher than originally planned. It should no longer be a lock light, but a lock. This is also evident in the draft blocking regulation that AUSTRIA has before us. The lockdown is expected to take effect from midnight Tuesday. According to the regulations, until November 30!
Departure: limited from 8 pm
➔ Restriction: “Leaving the private lounge (…) between 8:00 p.m. and 6:00 a.m. is only allowed for the following purposes”:

This exit restriction amounts to a de facto visitor ban. In addition, there are contact restrictions. In the future, you will only be able to meet with one additional household.
Gastro & Hotels: we must close
➔ Take-away: The gastronomy has to close for four weeks starting next week. Only takeout and delivery services are allowed. Take out is only allowed from 6 am to 8 pm, not in the evening! The exceptions are the dining rooms, which can remain open. Hotels also have to be locked. All thermal baths will also be completely closed.
Sport / culture: no more audience
➔ Professional: Professional sport should no longer be allowed to unfold in front of an audience. Private contact sports (soccer, martial arts, etc.) now have to take a four-week hiatus.
➔ Opera: The entire cultural scene has to take a break for four weeks. This applies to opera as well as concerts, theater and cinemas.
➔ Events: all events stop.
➔ Recreation facilities: Restrooms, amusement parks, dance schools, brothels, and indoor playgrounds must close. Museums, animal parks and zoos must also close after the latest information. However, the parks remain open.
Home Office: the appeal is coming
➔ Change: companies that can change to the home office. Also, masks should be implemented in the workplace, but only if the employees and employers agree.
Schools: remain open for the moment
➔ Primary school: Kindergartens, elementary schools and lower grades must remain open for the time being. This has likely been controversial within the coalition. High school students, on the other hand, will switch to e-learning in November and will have to stay home for four weeks. The same applies to universities and technical colleges.
Trade / hairdresser: stay open
➔ Retail – This time, unlike spring, retail should remain open. However, the rules apply as after the first reopens: masks, 10 square meters per customer, and disinfectant. Hairdressers can also serve their clients in the salon under these hygiene rules.
Fitness: Locks – Cosmetics: Open
➔ Cosmetics: In addition to hairdressers, all other body cuddle service providers will be able to keep them open. This applies to nail and beauty salons, for example. Gyms, on the other hand, have to close for at least four weeks.
Nursing Homes and Retirement Homes
Visits to nursing homes and nursing homes should be possible. However, in the first draft, visitors must either take an antigen test at the entrance or wear an FFP2 mask. This passage has now been hardened: Visitors must now submit a negative antigen test that is no older than 24 hours. Alternative: Wear a Corona Sars-CoV-2 Pandemic Respiratory Protection (CPA) Mask or equivalent or higher standard mask.
Also, only one visitor is allowed every other day. And: “In general, a maximum of two different people can be admitted for each resident between November 3, 2020 and November 17, 2020.” As of November 18, one visitor per day can be admitted for each resident there are exceptions, for example, for palliative support and hospice care.
For employees, the following applies: In reality, they would have had to show two negative test results per week to enter the houses. Now only one test per week is necessary.
