The federal government will decide on Monday how to proceed in the crown crisis. It seems certain that a greater regionalization of the measures will be decided at the Federal Chancellery summit, which will harden the situation in the east. In view of the sometimes dramatic situation in intensive care units, no further relaxation is expected. In contrast, a test could be mandatory in retail and a week of distance learning could be added after the Easter holidays.

The president of the VP Club, August Wöginger, did not want to anticipate the negotiations between the federal and state governments in a press conference on Monday morning. Basically, however, he thinks the correct way to open with precautionary measures, as was already done in Vorarlberg. In his opinion, self-tests tested for events in the “Ländle” will be particularly important.

On Monday, Wöginger repeatedly emphasized the west-east divide, which must be taken into account. Indeed, there could be restrictions for Vienna, Lower Austria and Burgenland, where intensive care units are under increasing pressure. Health Minister Rudolf Anschober (Greens) called for a regional “emergency brake” in advance.

As is known from previous rounds, the federal government will host the expert advisors at Ballhausplatz on Monday morning. At 11:30 a.m., the opposition representatives will connect via videoconference. At 1:00 p.m. the discussions with the provincial governors, who come to Vienna in person. After that there will be a press conference.

There should not be announced a further relaxation of the measures, since the increase in Covid 19 patients in intensive care units is very worrying. “We have to have the courage to pull the emergency brake in individual regions that are particularly badly affected,” Anschober said on Sunday. Politicians must “take all necessary measures on Monday so that there is no collapse anywhere in the intensive care units.”

It was not clear in advance what concrete measures could be taken. As a possible step, an extension of the Easter holidays or the move to distance education after them was discussed. The obligation to work from home was also on the experts’ wish list. The closure of the business is considered unlikely, with the exception of stores for daily needs, a test obligation is likely to be presented, as already known by personal service providers.

Over the weekend, however, there were calls from the federal states to at least open outdoor dining, as originally planned, starting on March 27, and from state governments led by the vice president and the SP. The Governor of Carinthia, Peter Kaiser (SPÖ), in turn suggested, among other things, an incident corridor. Below 200 infections per 100,000 there should be a slight decrease, with more than 400 adjustments.

Burgenland Governor Hans Peter Doskozil (SPÖ) also advocates regionalization of the measures and suggests taking into account the test rate of the respective regions in addition to the seven-day incidence. In a broadcast, he noted that Burgenland was second behind Vorarlberg in testing. According to Coronavirus coordinating staff, the incidence in Burgenland on Monday was 238.8. Until the vaccination is completed, there is no other means than testing to avoid a permanent lockdown with serious social and economic consequences, the governor said. It advocates controlled relaxation to prevent the infection process from shifting into private life.
