The fight for state aid for the AUA

Until the next few days and there is a solution on the table, suggestions and demands will accumulate from the public authorities and the politicians who declare the conditions. There is increasing talk of entering the state.

In the eyes of the Speaker of the Labor Chamber, Renate Anderl, the state must have a voice and vote when it pays. If the state becomes a co-owner, it must be represented on the supervisory board with the right to vote. This is only one of the six conditions of the AK. Mandatory work commitments are required. Anderl doesn’t just talk about the AUA on a broadcast – many airlines with overseas locations have to make sure that the tax money is used exclusively for Austrian jobs. In some cases, these airlines have as many or more employees abroad. “No Austrian tax money can flow abroad here.” Anyone who has relocated technology or other staff-intensive tasks abroad should only receive state aid if these processes are returned to Austria.

For Karl Dürtscher, federal manager of the GPA-djp union, it is clear: “The state should not give away the money. If there must be help in the event of a crisis, then it must be a state participation in the airline.” In this case, he also wants to see the Republic with voting rights in the Supervisory Board. The head of the AUA plant committee, René Pfister, hopes to secure jobs.

Laudamotion also demands help

There is an unmistakable condition of the AUA’s smallest rival, Laudamotion: if the state helps the AUA, Laudamotion also wants state aid. Otherwise this would be a distortion of competition. In general, Laudamotion (as a subsidiary of Irish Ryanair) is against AUA being taxed as a subsidiary of Germany’s Lufthansa in Austria.

The AUA problems that have become dramatic in the crown crisis are also a major problem for the federal states of Vienna and Lower Austria. Each has 20 percent of those at Flughafen Wien AG. AUA is the largest client of the Vienna airport. 43 percent of passengers handled in Vienna flew with the AUA before the crisis. The AUA does not expect a return to the pre-crown level until 2023 at the earliest.

In Vienna, Councilor Peter Hanke (SPÖ) announced today that he would like to participate in discussions about AUA aid. He would work with the federal government on a “future vision” for AUA.

For Lower Austria, State Councilor Jochen Danninger requested a binding promise from AUA that the airport could continue to function as a hub, as well as long-term security for AUA’s Vienna-Schwechat location.

SPÖ wants state participation

State participation in the AUA also wants SPÖFederal Party: “It cannot be that Austria is now saving the AUA with interest-free loans, that the AUA will well overcome the crisis, can reposition itself and in two or three years the profits will go exclusively to Lufthansa and other shareholders. No, the republic should become property of the AUA, “requires the SPÖ.

For him FPÖ a state participation in the extension of a blocking minority would be AUA’s only secure guarantee of location. In return, the chairman of FPÖ, Norbert Hofer, given by the German parent company for Vienna-Schwechat, is very little in return.

Even if, at least externally, nothing can be obtained from the federal government and the AUA, even a partial nationalization of Austrian Airlines, several experts have advocated this in recent days. Leading economist Marcus Scheiblecker also liked a solution, as the British would have shown in the financial crisis: secure property rights and participation rights (nationalization of banks) and then sell them for profit. The state can sometimes make a profit, “the economic expert tweeted Thursday.

“You can exceed the maximum limit”

The Minister for Economic Affairs, Margarete Schramböck (ÖVP), referred to the Corona Aid Fund of 15 billion euros for state aid for the Lufthansa subsidiary, AUA, with 800 million euros distributed. Although the maximum aid is 120 million euros, it is also clear that more money can flow in individual cases. The minister did not respond to questions about the nationalization.
