The measures will take effect on Tuesday, November 17, and will remain in effect (for now) until December 6. The Health Ministry posted the draft of the so-called “COVID 19 Emergency Measures Ordinance” online on its website on Saturday night. The new measures in detail:
Exit restrictions: You are only allowed out of your own private living room for certain reasons, or staying “out of your private living room” is only allowed for these reasons, 24 hours a day. The commute to work, the purchase of “basic goods of daily life” and the use of health services, such as going to the cemetery or visiting religious institutions, are allowed. Caring for animals is also explicitly mentioned as an exception to exit restrictions. Driving to the second house is also allowed.
As in spring, spending time outdoors for “physical and psychological relaxation” is another exception, for example, for walks or individual sports. Unlike spring, you can also use public transport to get to the place of relaxation, the car anyway. Caring for people in need of support is also included in the exceptions, as is the “exercise of family rights and the fulfillment of family duties”. This includes, for example, underage children who visit their parents if they do not live with them. You can also go outside to avoid immediate dangers to life, limbs, and property. It is also made clear that the habitable space can be left for administrative or judicial processes that cannot be postponed, as well as to participate in elections, referendums or ballot boxes.
Contact restrictions: An exception to the exit restrictions is also to maintain contacts outside the own home. The federal government is appealing not to meet with anyone, and if so, only with one person. Meetings can take place with close family members or important caregivers, and with several of these people at the same time, as the Health Ministry made clear on Sunday. In the regulation, the exception is defined as contact with “individual close relatives” or “individual important reference persons with whom contact is generally maintained several times a week.” The restriction to “individual” makes it clear that meetings with only a few people are allowed. Family or other celebrations are definitely not allowed. In any case, contact with a partner who does not live in the same household is also allowed.
Visits are also possible under these conditions. “Visiting individual close relatives or important individual caregivers, with whom contact is generally maintained several times a week, is part of the exception ‘covering the basic necessities of daily living’ and is therefore permitted “says the” Frequently Asked Questions “section on the Ministry’s website, literally. At the same time, moderation is called for: “Contact with other people should be restricted as much as possible.”
Distance rules and mask requirement: The 1 meter distance rule is kept in public spaces. This safety distance must be respected for all people who do not live in their own home. When staying in closed public rooms, mouth and nose protection (MNS) should also be worn; children up to the age of six are, as before, excluded from this. Anyone who cannot wear a mask for medical reasons must bring a certificate and then wear a so-called face shield.
There are exceptions to the one meter distance rule when serving people with disabilities, when religious acts are held, on airplanes and on public transport, as long as they are full.
Commerce: The trade is closed with some exceptions. All food trade and the health sector (in addition to pharmacies, for example, also the sale of medical products) remain open. The opening of agricultural and feed trade, gas stations, banks, the post office, tobacconists, waste disposal companies, bicycle and car repair shops or mobile phone shops are also allowed. Opening hours are limited from 6 am to 7 pm Only products that correspond to the “typical product range” can be sold. Supermarkets, for example, can only offer products such as groceries, drugstore products or animal feed, neither can products that go beyond that be sold there. Business owners and employees can still enter the commercial area from closed stores.
All “bodily services” are prohibited. These include, in particular, hairdressers and hairdressers (stylists), beauticians (beauty care professionals). Piercing and tattoo studios are also closed and massage therapists (except medical masseurs) are no longer allowed. Other personal service providers, such as tailoring or cleaning stores, may remain open.
Protection of the mouth and nose and the requirement to maintain a distance of one meter apply to both customers and employees. Access to stores is also limited: each customer must have ten square meters available. If the customer’s area is less than ten square meters, only one customer is allowed.
Gastronomy: All gastronomy remains closed to customers. Pick up of food and beverages is allowed between 6 am and 7 pm. Delivery services are still allowed without time restrictions. Pubs, bars and all nightclubs are also affected by the closure. Dining rooms, hotel restaurants (for hotel guests), and dining cars will remain open.
Schools and kindergartens: Schools go completely to distance learning. After the higher levels, which are in distance education since November 3, this now also affects the entire area of compulsory school. The doors of the compulsory schools remain open for supervision purposes and learning support is also provided. This can be used by all students (even part-time), including children whose parents do not work in systemically important professions. There are no restrictions in the nurseries. However, compulsory kindergarten is lifted for the last year of kindergarten.
Events: The events are still almost completely banned. This includes cultural events, but also wedding, birthday, and anniversary celebrations, as well as occasional markets (like Christmas markets). Travel by coach or excursion boat for tourist purposes, exhibitions, congresses, commercial and public fairs is also prohibited.
This does not apply to “professional meetings that cannot be postponed” if they cannot be conducted digitally. Demonstrations, religious events, rehearsals and professional artistic performances without an audience are also possible. Meetings between parties and vocational training and higher education are allowed as long as they cannot be done digitally.
Tourism: All hotels and accommodation facilities will be closed for tourist reasons. There are exceptions for business travelers. Boarding schools, apprentices’ dormitories, and student dormitories remain open.
Sport: All amateur sports facilities are closed, which now also applies to non-contact sports (eg ice rinks or athletic facilities). All contact sports are prohibited in the leisure area, including football. Individual and recreational sports without physical contact outdoors are still allowed. The professional area remains upright.
Leisure: All leisure facilities, such as gyms, baths, museums and museum railways, cinemas, theaters, concert halls, cabarets, animal parks or leisure and amusement parks, remain closed. Dance schools, betting offices, gambling halls and casinos, indoor playgrounds, paintball facilities and brothels will also be closed. Libraries, which were previously open in the “lock light”, are closed. The playgrounds remain open.
Traffic: The rules for public transport, as well as in metro stations, bus stops and airports, remain in force. There you should wear protection for the mouth and nose. The one meter distance requirement also applies here. Shared car and taxi rides are only allowed if a maximum of two people are seated per row of seats (including handlebars). There are exceptions for the transport of kindergarten children or for the transport of people with disabilities. Cable cars, gondolas and elevators cannot be used for recreational purposes, they are reserved for professional athletes, for example.
Workplace: Whenever possible, the home office is recommended; professional activity must take place “preferably” outside the workplace. To this end, an agreement must be reached between employer and employee. The distance of one meter should also be maintained in the workplace, provided that there are no other protective measures (plexiglass walls, etc.). If both are not possible, it is mandatory to protect your mouth and nose.
Spitler, Nursing Homes and Nursing Homes: There are more restrictions in hospitals and nursing homes. In hospitals, unlike in the past, only one visit per week per patient is possible, and only if the sick or injured person is admitted for more than seven days. There are exceptions for pregnant women. It can be accompanied by a person, also at birth and after. Minors and people who need support can be accompanied by two people to the hospital and also visited there.
Employees must take an antigen or molecular biology test once a week. If it is positive, there is still a possibility that they will continue to be used, that is, if there are no symptoms for at least 48 hours and based on the CT value of more than 30, it can be assumed that there is no longer any risk of infection. The same rules apply to employees in nursing homes. There, too, only one visit per week per patient is possible. A maximum of two people can accompany and visit children in the facilities for the disabled. Visits as part of palliative and hospice support are exempt from restrictions in both hospitals and nursing homes. Patient advocates, resident representatives, and pastors are also allowed.
Religion: As a general rule, marriages at the registry office will no longer be possible during full closure. Because only official routes that cannot be postponed are allowed. “In the case of weddings, you cannot normally assume that they cannot be postponed,” the health department said. As before, a maximum of 50 people are allowed to attend funerals; the minimum distance rule and the MNS obligation apply. In any case, mouth and nasal protection should be worn within religious communities. The Catholic Church is temporarily suspending public services during the new “blockade”; more details will be determined after discussions with the other churches and religious communities.
