Duration: The measures will take effect on Tuesday, November 17, and will remain in effect (for now) until December 6.
To download: The Health Ministry posted the draft of the so-called “COVID 19 Emergency Measures Ordinance” online on its website on Saturday night.
Exit restrictions: Now you can only leave your own private living room for specific reasons, throughout the day. You are allowed to drive to work, buy “basic goods” and go to medical care. Spending time outside for “physical and mental relaxation” is also allowed, such as walks or individual sports. Caring for people in need of support is also included in the exceptions, as is going to the cemetery, visiting religious institutions or caring for animals. You can also go outside to avoid immediate dangers to life, limbs, and property.
Contact restrictions: The rules regarding meetings with people outside the home are clearly stricter. You are only allowed to attend meetings if you are in contact with your life partner or with contacts “with individual close relatives” or “important individual caregivers with whom you are normally in contact several times a week.” Update on Sunday, November 15: Sunday dThe Ministry of Health specifies the requirements for meetings outside the home. The federal government makes an urgent appeal not to meet with anyone and to reduce contacts to a minimum. Meetings can take place with close family members or important caregivers, and with several (but few) of these people at the same time, as the Ministry of Health made clear.
Distance rules, mask requirement: The rule of 1 meter distance in public spaces for people who do not belong to the home remains in force. In closed public rooms, the obligation to wear a mask (MNS) still applies, children up to six years old are still exempt.
Commerce: The trade is closed with some exceptions. All food trade, as well as health sector, agricultural and animal feed trade, service stations, banks, post office, mobile phone shops, tobacconists, disposal companies waste and bicycle and car workshops are still open. Opening hours are limited from 6 am to 7 pm
Gastronomy: All gastronomy remains closed to customers. Pick up of food and beverages is allowed between 6 am and 7 pm. Delivery services are allowed 24 hours.
Services: All “services related to the body” are prohibited, including those of a hairdresser or beautician or going to the masseur.
Schools and kindergartens: Schools are reportedly shifting completely to distance education: after higher level, now the entire compulsory school area as well. However, there will still be support. The kindergartens will probably also remain open, although here, as in spring, they could go into “emergency operation.”
Events, tourism: Events are still almost completely prohibited, there are exceptions for demonstrations, religious events, and political and party events. All hotels and accommodation establishments are closed for tourist reasons. There are exceptions for business travelers, for example.
Sport: All sports facilities for fans will be closed, including those where there is no physical contact. All contact sports are prohibited in the leisure area, including football. Individual and recreational outdoor sports are allowed as long as there is no physical contact. The professional area remains upright.
Leisure facilities: All leisure facilities, such as gyms, baths, museums and museum railways, cinemas, theaters, concert halls, cabarets, animal parks or leisure and amusement parks, remain closed. Libraries that were previously open are also likely to be closed.
Workplace: The home office is recommended whenever possible. If the distance of one meter or other protective measures is not possible, it is mandatory to protect your mouth and nose.
Spitler, nursing homes: In hospitals, only one visit per week per patient is possible. Pregnant women can be accompanied by one person before and after delivery, minors and people in need of support by two people. Employees are required to perform a corona test once a week. Even in healthcare centers, only one visit per week per patient is possible.
Funerals, religion: As before, a maximum of 50 people are allowed to attend funerals; the minimum distance rule and the MNS obligation apply. In any case, mouth and nasal protection should be worn within religious communities.
