As of Wednesday, November 11, the opening hours of retail outlets will be tightened in Austria due to the spread of the coronavirus.
As announced by the Ministry of Health on Tuesday, there will be a limitation on the opening hours of the stores of the points of sale from Wednesday at midnight. 7 pm at the latest. The exceptions are gas stations, vending machines, points of sale in train stations and airports (each of which does not exceed 80 m² of sales area).
This restriction on opening hours is intended to ensure that purchases are made well in advance before the start of the exit restriction, so that the objective of the ordinance of the greatest reduction can be taken into account in the best possible way possible of mobility in the evening and at night.
This gives clients and employees enough time to get to their private living room on time. The objective of this regulation is, therefore, to support compliance with exit restrictions and thus achieve a further reduction of all unnecessary social contacts.
“The measure has become necessary”
Health Minister Rudi Anschober: “This tightening of existing measures to prevent the spread of COVID-19 has become necessary in view of the continued strong increase in the number of cases.”
The distinction between commercial and service companies is objectively justified on the basis of, from a relevant epidemiological point of view, differences in the facts: service companies work almost exclusively with appointments and can precisely control customer flows. As a result, there are comparatively few clients present at the same time.
In contrast, retail establishments are characterized by the fact that frequency and customer flows are more difficult to specifically control. Therefore, it is not unusual for this industry for large numbers of customers to enter commercial premises shortly before the store closes.
Due to less controllable customer flows and customer frequency, unlike service companies, follow-up work can generally only start when the last customer has left the business premises.
This applies to nursing homes and nursing homes.
When entering nursing homes and nursing homes, it is clear that of course this should also be possible for residents suffering from Covid-19, provided that adequate segregation areas have been established in accordance with official quarantine regulations.
In addition, a clarification is made, according to which employees of the elderly and nursing homes and hospitals who are no longer contagious can resume work, provided that the laboratory findings indicate that there is no longer any risk of contagion.
