The third phase of short-time work begins, and it doesn’t get any easier for companies and employees. And yes: the question “How much longer?” It is also justified.
So today begins, the third phase of the work Corona on a short-time schedule. It will be different from the first two: 30 percent working time minimum. And no more automation for the company. So far it has been like this: Those who overcame bureaucratic obstacles when submitting the application had done so. Which in no way should reduce performance. That was more than demanding too, especially in the beginning.
But that is no longer enough. Companies now also have to make forecasts. And justify why they still need to work for a short time and why they hope that it will still help them survive this crisis. It is quite possible that this will become a new obstacle. Many small businesses in particular will need outside support for this. And first they must be able to afford it.
However, the question itself is not without merit. This is a point that worries more and more economists: that short-time work may be too long at the expense of taxpayers. Even if it doesn’t really help the company. It only leads to postponement of bankruptcies. Then short-time work would no longer save jobs, but postpone the inevitable.
Employees should not get used to permanently working at 80 percent (or even less) and earning 90 percent, AMS chief Johannes Kopf recently told the “press”. At some point you have to get out of part-time work. At some point it would be wiser to become unemployed and find a new job elsewhere.
Side note: In the long run, most employees who work involuntarily for a short time find it anything but fun to earn just 90%, or in many cases even less. Still, the concern is justified. Although the head of AMS is not suspected of giving up premature layoffs. He also emphasized that it was not that far yet, but in spring we had to look very carefully.
In the spring. Somehow, one can feel dizzy. When this short-term work phase ends, which this time will last six months, then it really is spring again. So we’ve already had the crown crisis for over a year. And yes, it is true: it will be necessary to look carefully where it is still not possible to return to work “a lot”.
Short-term work is better than no work, even now. It is not suitable as new normal.
