Exit restrictions, strict rules for nursing homes, and takeout only. A crown regulation goes into effect on Tuesday. Most of it is valid until the end of November. What has to be closed and what remains open. An overview.
Curfew at night
The main objective of this measure is to avoid private meetings. Starting Tuesday at midnight, there is a nightly curfew between 8 p.m. and 6 a.m. During this time, leave your own private living room and stay out of your own private living room between 8 p.m. and 6 a.m. only is allowed under the following conditions:

Behavior in public places and outside of chin guards
In public places, there must also be a minimum distance of one meter from people who do not live in the same household. The minimum distance of one meter cannot be exceeded, provided that it involves groups of a maximum of six people from a maximum of two different households, plus a maximum of six minors. Also, mouth and nose protection should be worn in closed public spaces.
If you are unable to wear a mask for health reasons (medical confirmation is required), you can wear a face shield that extends over both ears and well below the chin. Chin guards are prohibited in any case. Of course, it is not necessary to use mouth and nose protection while eating and drinking, and children up to 6 years of age are exempt from this obligation.
There are no regulations for the immediate privacy area. The “parties” and any events are prohibited in garages, gardens or barns.
The square meter rule in retail and hair salons remains open
The shop remains open, but there is a regulation that 10m² must be available per customer. For stores with less than 10m² of sales area, one customer per store is allowed. The obligation of distance and mouth-to-nose protection also applies. When communicating with customers, employees should wear mouth and nose protection if no other protective devices are in place. The requirements for distance and protection of the mouth and nose also apply to outdoor markets. Body hugging services, such as hair salons, massage studios, or beauty salons can still be offered. But only with a mask.
Home office if possible
According to the federal government, the central office should be moved back to where possible. In the workplace, a distance of at least one meter should be maintained between people, unless the risk of infection can be minimized by suitable protective measures (for example, through Plexiglass walls). In agreement between the employee and the employer, health protection measures can be agreed in addition to the existing regulations. If possible, the start of the works should be staggered to avoid crowds in public transport at rush hour.
Cable cars only for professional athletes
The minimum distance must be respected in public transport and on the plane, but can be undermined in exceptional cases. Protection of the mouth and nose is mandatory. The use of oral and nasal protection is also mandatory in subway stations, platforms, stops, train stations and airports, as well as in their connecting structures.
Carpooling, taxi and taxi-like operations can still be used if only two people are transported in each row of seats, including the driver. This also applies to training trips, such as driving schools. Protection of the mouth and nose is mandatory.
Cable cars, gondolas and climbing aids cannot be used for leisure purposes.
Only compulsory schools remain open
Kindergartens, primary schools and lower grades, as well as polytechnic schools and special schools remain open according to the new regulations. High schools, technical colleges and universities have to go back to distance education.
Visits to hospitals and nursing homes are restricted.
For protection in hospitals and sanatoriums, as well as in nursing homes and nursing homes, employees of the respective facilities, depending on availability, must present a negative result of PCR or antigen test every week or, alternatively, must wear a mask adequate breathing at all times. Operators must implement appropriate prevention concepts based on risk analysis and state of the art.
Visits are only allowed every 2 days until November 17 inclusive: a maximum of 1 visitor per resident per day and a maximum of 2 people within the specified period. Visitors must show a negative test result or wear a suitable respirator. The minimum distance must be respected and protection for the mouth and nose must be used. Hospice and palliative care are excluded, as well as pastoral care for critical life events. Outside service providers other than medical providers are prohibited from entering nursing homes and retirement homes.
Food for pickup or delivery only
Catering establishments can only offer food to be picked up from 6 a.m. to 8 p.m. Food can be delivered throughout the day. Dining rooms and hotels designed to serve their guests are excluded from this regulation. Public transport, such as rail traffic, is also excluded. Food distribution in facilities such as homeless shelters, women’s shelters and refugee shelters is still possible.
Hotels can only be used in exceptional cases, especially for professional purposes. People who are already housed at the time of entry into force of the regulation can continue housed during the agreed period. In addition, accommodation establishments can also be entered by people with an urgent need for housing and for the purpose of providing care and assistance to those who need it. Student accommodation for the purpose of attending school, for example boarding schools or residences for apprentices, is excluded from this regulation. Guests and companions of the spa can continue to stay if there is a connected outpatient clinic. In free access areas, the minimum distance from people outside the home, those who do not belong to the group of guests and staff applies.
The parks remain open, the football stadiums empty
Leisure and cultural activities are closed, with the exception of libraries, which also have a rule of 10 m² per visitor. The parks remain open.
The events are generally prohibited. This excludes professional meetings and demonstrations (provided minimum distances are observed and mouth and nose protection is worn). Funerals can take place with 50 people, meetings in private homes and professional sporting events with professional athletes are also allowed. However, the latter must take place without a spectator.
Rules for the best sport
Indoor sports facilities are closed during the regulation period, with the exception of the use of the best athletes. Sports events for elite athletes in closed rooms can be held with up to 100 athletes and in the outdoor area with up to 200 athletes plus coaches, supervisors and people who are necessary for the event. The corresponding sanitary concepts, controls and traceability must be guaranteed to minimize the risk of infection. In professional sports that involve physical contact, prevention concepts should be developed to minimize the risk of infection, which also include regular testing for SARS-COV-2.
Individual and recreational outdoor sports are still allowed if there is no physical contact in the sport-specific exercise. The necessary safety distances of at least one meter must be respected.
Public service also in the home office
When dealing with parties in administrative authorities and administrative courts, mouth and nasal protection is mandatory and the distance of 1 meter must be respected.
Activities within the scope of legislative and enforcement bodies, with the exception of transactions of the parties in administrative authorities and administrative courts, unless otherwise stipulated in the scope of internal rules, are excluded from the normative. Public service is shifting to the home office in the federal and state administration when possible and is establishing a staggered start of work based on capacity.
